ARMM dev't arm ends operation ahead of Bangsamoro gov't, cites accomplishments

COTABATO CITY, Oct 31 (PNA) -- After more than a decade of working to empower communities in the Autonomous Region in Muslim Mindanao, the ARMM Social Fund Project (ASFP) has formally wrapped up its operation in September this year and turned over government properties and equipment under its care to the regional government on Friday.

The ASFP will turn over to the new political entity more billions worth of projects aimed to alleviate poverty in the region's poorest provinces and communities.

Established in 2003, the ASFP was the biggest and only donor-assisted project directly managed by the ARMM government. It was funded through a government loan from the World Bank and the Japan International Cooperation Agency (JICA).

With three major components - Community Development Assistance (CDA), Strategic Regional Infrastructure (SRI) and Institutional Strengthening and Governance (ISG) - the project was designed to empower ARMM communities through social and economic infrastructures, capacity building of community groups, social cohesion and partnerships, and improvement of local governance and institutional capacities.

Zambo police adopts Oplan Undas; starts deployment of policemen

ZAMBOANGA CITY, Oct. 31 (PNA) -- The Zamboanga City Police Office (ZCPO) announced that security measures are in place for the peaceful and solemn observance of “Undas” in this city.

ZCPO director Senior Supt. Angelito Casimiro said Friday that they adopted a security plan dubbed as Operations Plan (Oplan) Undas, which is in line with the Police Regional Office-9’s (PRO-9) Command Memorandum Circular 21-14 Kaluluwa.
Casimiro said at least 700 policemen will be deployed in all of the 33 cemeteries, both public and private, in this city.

“We have deployed policemen starting today (October 31). They will be deployed in cemeteries until November 3,” Casimiro said in an interview.

The military through the Task Force Zamboanga headed by Col. Andrelino Colina is deploying 411 soldiers to all of the cemeteries.

Reporters Without Borders has chosen these 10 cases to put names and faces to the tragic statistics and to show the scale and different forms that impunity can take. The resources deployed by authorities to solve these and many other cases have been either non-existent or hopelessly inadequate. More than 90 percent of crimes against journalists are never solved and therefore never punished.

Reporters Without Borders is launching #Fight Impunity, an international campaign in English, Spanish and French for the first “International Day to End Impunity for Crimes against Journalists” on 2 November.

Its aim is to put pressure on governments to bring those responsible for crimes of violence against journalists to justice.

Around 800 journalists have been killed in connection with their work in the past decade. More than 90 percent of crimes against journalists are never solved and therefore never punished. This level of impunity just encourages those who commit these crimes.

Using the examples of ten cases of impunity for torture, disappearances and murders of journalists, the campaign highlights the failings of police and judicial systems around the world.

PAGADIAN CITY, Zamboanga del Sur, Oct. 30 (PNA) -- The local police has readied security measures to ensure the safety of the residents during the observance of the All Saints and All Souls Days in this city.

Local police chief Supt. Glenn Dulawan said Thursday that firearms, liquor, gambling as well as sound system are strictly off-limit in cemeteries to ensure the solemn observance of “Undas.”

Dulawan said policemen will be detailed in all the cemeteries while mobile patrols will be conducted in the different parts of this city.

Dulawan asked the cooperation and understanding of the public, citing there will be strict inspection before they will be allowed to enter into the cemeteries.

Soldiers undergo disaster training in Zamboanga del Sur


PAGADIAN CITY, Zambonga del Sur, Oct. 29 (PNA) -- Forty troopers from the Army’s 53rd Infantry Battalion have undergone a 20-day Disaster Response Operations Training (DROT) training in this province.

Army’s 53rd Infantry Battalion commander Lt. Col. Alvin Luzon said Wednesday they are composed of three officers and 36 enlisted personnel who have successfully completed the training from Oct. 6 to 27 at Camp David Sabido in the nearby town of Guipos.

Luzon said the training covered topics like first aid and basic life support, actual rescue and disaster relief operations.

PAGADIAN CITY, Zamboanga del Sur, Oct. 23 (PNA) -- Vice President Jejomar Binay arrived here Thursday for a two-day visit and to distribute wheelchairs and medical equipment in the nearby Zamboanga Sibugay province.

Gov. Antonio Cerilles and Mayor Romeo Pulmones welcomed Binay upon his arrival here at 8:30 a.m. and proceeded to the public market for a boodle fight breakfast together with the local government and barangay officials and officials of the market vendors association.

They were also joined by the members of the Alpha Phi Omega (APO) fraternity and the Officials of Boy Scout of the Philippines (BSP)-Zamboanga del Sur-Pagadian City Council.

PAGADIAN CITY, Zamboanga del Sur, Oct. 21 (PNA) -– Governor Antonio Cerilles has ordered an intensified campaign as he declared war against all forms of illegal gambling in this province.

Cerilles issued the order as he reconstituted on Monday, through Executive Order No. 10, the Task Force on Anti-Illegal Gambling to run after financiers and supporters of all forms of illegal gambling in this province’s one component city and 26 municipalities.

NMIS celebrates Meat Safety Consciousness Week

PAGADIAN CITY, Zamboanga del Sur, Oct. 20 (PNA) -– The National Meat Inspection Service (NMIS) has lined up several activities for the celebration of the Meat Safety Consciousness Week (MSCW) that reeled off Monday, October 20, here in the region.

NMIS Regional Technical Director Arturo De Jesus Jr. said Monday the activities include radio program, hanging of streamers, thanksgiving mass, media forum, greening activities, good handling practices for homemakers and a fellowship.
De Jesus said at least 100 participants composed mostly of eateries and sari-sari storeowners are invited to attend the seminar on good handling practices for homemakers.

De Jesus said the seminar will be held in the barangays of Manga and Tuburan, this city since the celebration underscores the importance of meat safety consciousness among stakeholders.

OEHR-NCIP cited LGUs violation on IPs right

PAGADIAN CITY, Zamboanga del Sur (Oct. 18, 2014-MPF News) --- The Office of Empowerment and Human Rights of National Commission on Indigenous Peoples (OEHR-NCIP) had cited Local Government Unit of Pagadian City of violation in the Indigenous Peoples’ (IPs) Rights following the allegedly illegal removal of IPs Mandatory Representatives (IPMR) in the City Council.

The OEHR-NCIP Acting Director Dominador A. Gomez emphasized in his directives dated October 13 to the NCIP Executive Region-9 Director Timuey Woy Lim P. Wong to issue a final decision to re-instate IPMR Timuay Langhap Rio Olimpio A. Lingating based on his recommendation that the recall and withdrawal of support have no sufficient ground.

Wong also mandated that the issue shall be elevated to the Central office for further action if the Pagadian City Council refuses to re-instate the IPMR.

The OEHR after having compiled and reviewed the documents relative to the case of Recall/Removal of lP Mandatory Representative Timuay Lingating from the City Council of Pagadian City can't be given weight and is hereby declared insufficient ground to recall.

2 killed 17 injured as bus falls into ravine in Zambo Sur

TIGBAO, Zamboanga del Sur, Oct. 16 (MPF-News) – Two people, including a government official, were killed and 17 others hurt when the bus they were riding in fell into a ravine in this town Wednesday evening, a police report reaching here Thursday said.

Local police chief for investigation Senior Police Officer 4 (SPO4) Eleazar Carcallas identified the fatalities as National Commission on Indigenous Peoples (NCIP)-Basilan Provincial Officer Baharan Maulod and Macario Omac, 46, driver of the ill-fated bus.


Carcallas said a bus of the Rural Transit Mindanao, Inc. (RTMI) with registered plate JVH-435 driven by Omac was bound for this city from Zamboanga City when it fell into a ravine around 10:35 p.m. Wednesday in Barangay Maragang, this municipality.

Zambo Sur police arrest 2 robbery group members

PAGADIAN CITY, Zamboanga del Sur, Oct. 17 (PNA) -– Two members of a robbery-holdup group were arrested by policemen and five firearms were confiscated from them in a raid in the nearby town of Dinas, this province, on Thursday.

Provincial police director Senior Supt. Sofronio Ecaldre identified the arrested suspects as Abdulmaola Cosain and Abu Butiko. They were detained.

Ecaldre said Cosain and Butiko were arrested in Barangay Binoatan, Dinas municipality on the strength of a search warrant issued by the court.

The raiding team confiscated from the suspects an M-16 Armalite rifle, an M-14 rifle, a caliber .45 pistol, a caliber .38 revolver, and a caliber .22 rifle.

Ecaldre said appropriate charges are set to be filed against the suspects. (PNA)

PAGADIAN CITY, Zamboanga del Sur (Oct. 17, 2014-MPF News) --- The City Police had filed a criminal charges against the  bus driver of Mindanao Rural Transit Incorporated (MRTI) in the Inquest Case filed to the City Prosecutor’s Office Thursday morning.

City Chief of Police Supt. Glenn Dulawan said Reckless Imprudence resulting to Homicide and Serious Physical Injuries was filed against the driver after he accidentally bumped and overrun the two Grade 2 pupils Wednesday at 11:45AM along the national highway in front of Camp Abelon Elementary School, Brgy. Lumbia, this City.

Dulawan identified the driver as Ariel C. Lador, 46, residents of Ramos Street, Molave, Zamboanga del Sur.

Subanen tribal leaders support NCIP Fact Finding

PAGADIAN CITY, Zamboanga del Sur (Oct. 15, 2014-MPF News) --- The SUbanen Tribal Leaders in Pagadian City through its PHIGAPASAN Tribal Association Lison Valley Ancestral Domain, Lison Valley, Pagadian City had passed a resolution respecting the National Commission of Indigenous Peoples (NCIP) Fact Finding Team reports, assessment and evaluation, Tribal Leader said.

Tribal Association Chairman David S. Bawan said Tuesday they had passed and approved a resolution respecting the Fact Finding decision and recommendations to the NCIP Commissioner.

The resolution also requested the Regional Office-9 of NCIP that after the decision made by the Fact Finding Team they will not entertain anymore the same petition from any un-authorized group so that the Subanen Tribe can continue their development not only in the IPs Mandatory Representative issues but also to some activities and development of the Subanen People within their ancestral domain.

1st Infantry Division Receives and Deploys Units

PAGADIAN CITY, Zamboanga del Sur (Oct. 15, 2014-MPF News)) –– The 1st Infantry (TABAK) Division welcomed the arrival of Luzon-based units the 21st Infantry (Invincible) Battalion and 41st Infantry (Partners for Peace) Battalion at Pagadian City on October 2 and October  9, respectively.

Two Send-off Ceremonies were held in the Division Headquarters last October 4 and October 11 for the 32nd Infantry (DAREDEVIL) Battalion and 35th Infantry (MAKAMANDAG) Battalion prior to their deployment to Jolo, Sulu, Military Official said.   


Premier Army’s Infantry Division Public Affairs Officer Capt Franco Suelto said the Army units of 32nd and 35th Infantry Battalions will replace the Marine Battalions in Sulu Province that will be deployed to Palawan and other territorial borders. 

The repositioning of units is part of the strengthening of the military forces to address the emerging threats in the region.

PAGADIAN CITY, Zamboanga del Sur, Oct. 15 (PNA) -– The Department of the Interior and Local Government (DILG) has scheduled a training workshop on applied geo-tagging of Payapa at Masaganang Pamayanan (PAMANA)-DILG funded sub-projects in this city.

The workshop, which will be held from October 22-23, aims to orient the participants on the actual operations and important details of the geo-tagging devices and to train them on the procedures in the use and conduct of actual geo-tagging.

DILG Regional Director Paisal Abutazil said the participants include the Cluster Heads, provincial PAMANA focal persons and city and municipal local government operations officers from 21 local government units (LGUs) throughout the region.

PAGADIAN CITY, Zamboanga del Sur, Oct. 15 (PNA) -– The Department of the Interior and Local Government (DILG) has scheduled a two-day training of trainers (ToT) on Geographic Information System (GIS) for Disaster Preparedness and Response in this city.

DILG Regional Director Paisal Abutazil said Wednesday the ToT is aimed to develop additional technical people to assist the barangays in making their Barangay Hazard Maps.

Abutazil said the ToT will be held next week from October 21-23 in this city and will be attended by the Municipal Planning and Development Coordinators and Disaster Risk Reduction Management (DRRM) staffs of 11 towns coming from this province, Zamboanga del Norte and Zamboanga Sibugay.

DRRM Regional Focal Person Teresita Catalbas said the 11 towns are the following: Liloy, Salug, Gutalac and Leon Postigo, Zamboanga del Norte; Dumingag, Tukuran, Kumalarang, and Vincenzo Sagun, Zamboanga del Sur; and, Payao, Titay, and Siay, Zamboanga Sibugay.

PAGADIAN CITY, Zamboanga del Sur, Oct. 14 (PNA) -- The provincial government has turned over a P1.8 million three-classroom school building project to the Department of Education (DepEd) in the nearby town of Tigbao, this province.
Provincial Information Officer Marivic Jongco said Tuesday the beneficiary of the school building project is the National High School in Barangay Libayoy, Tigbao, a fifth class municipality of this province.

Jongco said the implementation of the project is aimed at providing a conducive learning center and environment to students, who endure long walk to attend classes, in Barangay Libayoy.

She said Governor Antonio Cerilles spearheaded the inauguration and turned over the newly-completed project last week.

Libayoy National High School head teacher Jessie Cayasan accepted the project on behalf of DepEd.


The inauguration and turnover of the project was witnessed by Libayoy Barangay Chairman Eduardo Camaongay and other officials.

PAGADIAN CITY, Zamboanga del Sur, Oct. 13 (PNA) –- The provincial government has tapped the assistance of the police and military to help curb out rice smuggling in this province.

Vice-Governor Juan Regala said Monday the Sangguniang Panlalawigan has passed a resolution during its regular session Thursday deputizing the police and military to help the provincial government in the fight against rice smuggling.

The move of the provincial government came after the recent confiscation of 8,000 sacks of smuggled rice of 25 kilos each with an estimated market value of P10 million.

The smuggled rice shipment was intercepted last September 26 at the port of the nearby Margosatubig town. The shipment came from the province of Tawi-Tawi.

Regala said the smuggling of rice, if left unabated, will greatly affect the livelihood of the local farmers.

Meanwhile, Gov. Antonio Cerilles has strongly urged the Bureau of Customs (BoC) to thoroughly investigate the recent confiscation of smuggled rice in Margosatubig town.

The confiscated rice was turned over to the custody of the National Food Authority (NFA) as the BoC issued a warrant and seizure detention on the rice shipment. (PNA)
