DSWD set to implement KALAHI-CIDSS project in Rizal, Zamboanga del Norte




PAGADIAN CITY, Zamboanga del Sur, May 26 (PNA) -- The Department of Social Welfare and Development (DSWD) is set to implement Kapit-bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) project in Rizal town in the nearby Zamboanga del Norte province.

The KALAHI-CIDSS is a concrete intervention purposely designed and implemented by the national government through the DSWD in the municipalities identified as one of the poorest towns in the country based on the National Statistical Coordination Board (NSCB) poverty mapping called as “Small Area Estimates.”

The Sangguniang Panlalawigan has authorized through a resolution Zamboanga del Norte Gov. Roberto Uy to sign a tripartite memorandum of agreement (MOA) with DSWD Regional Director Zenaida Arevalo and Rizal Mayor Roseller Manigsaca for the implementation of the KALAHI-CIDSS project.

The DSWD, under the MOA, will provide the community a grant of Php 450,000 and Php 15,000 technical assistance fund to all barangays that will be covered by the project based on the sub-projects to be implemented in a particular village.


The provincial government will develop the KALAHI-CIDSS projects and pass the necessary resolutions to protect and ensure that the projects to be implemented are beneficial to the community and to provide the needed counterpart or technical assistance such as project design.

The Municipal Government of Rizal on the other hand is expected to pass appropriate legislative measures in support of the KALAHI-CIDSS projects and to provide its counterpart of not less than 30 percent of the total project cost.

Rizal will be the first municipality of Zamboanga del Norte to benefit from the KALAHI-CIDSS project since Uy assumed as the governor of the province.

Rizal, which comprises of 22 barangays, is a 4th class municipality in the province of Zamboanga del Norte with a population of 14,111 people in 3,144 households based on the 2010 census of the National Statistics Office. (PNA)
