Two Tribal organizations opposes on the creation of another tribal group

PAGADIAN CITY, Zamboanga del Sur (Nov. 11, 2014-MPF News) --- The Two Subanen tribal organizations in Pagadian City and Zamboanga del Sur had filed their opposition to the National Commission on Indigenous Peoples (NCIP) in the creation of another tribal organization in Pagadian City.

The Pikumpongan Subanen Getaw Tebed of Pagadian-Sominot-Labangan Unified Ancestral Domain Claim base in Labangan, Zamboangan del Sur headed by Chairman Timuay Braulio Anlimon and the Phigapasan Tribal Association (PTA), Lison Valley Ancestral Domain based in Lison Valley, Pagadian City headed by Chairman David Bawan had filed their opposition through a resolution to the NCIP regarding the creation of another organization of Subanen tribes, the Pagadian City IP Tribal Association based in Barangay Deborok, Pagadian City.
      
The resolution No. 03 of the Pikumpongan Subanen Getaw Tebed and the Resolution No. 06 of the PTA was duly signed by their respective tribal councils was received by the NCIP Provincial Office Monday morning.

The two resolutions cited 5 reasons in their objections that there was already an existing tribal organization in Pagadian City and Zamboanga del Sur headed by their respective tribal councils duly registered by the NCIP and to the Security and Exchange Commission (SEC) which are the holders of Certificate of Ancestral Domain Title (CADT), that the creation of Pagadian City IP Tribal Association has no consultation done to the tribal leaders based in their custom and tradition, that the leaders and elected tribal council of the elders in the organization are not true tribal leaders and has no jurisdiction over the existing ancestral domain claim, that the organization was created by the politicians purposely to elect another Indigenous Peoples Mandatory Representative (IPMR) which was already resolved by the Tribal Council and approved by the NCIP and that the creation of another Subanen Tribal Organization is illegal and violated the customary laws of the Subanen and will only create trouble and will hamper the development to the Subanen Tribes in Pagadian City and Zamboanga del Sur. 

It was learned that the Pagadian City IP Tribal Association was created recently and elected Marcelo Alviola as their chairman.

The said organization had their first meeting on October 15, 2014 at Daniel Hall, Roxan Hotel, Pagadian City to discuss the issue of IPMR and scheduled to have their council of the elders assembly today November 11 at Barangay Deborok to formulate their local guidelines as their bases in electing IPMR to the City Council of Pagadian City. The NCIP was also invited to attend their activity today.
