BJMP recommend of filing charges against inmates in jailbreak attempt

PAGADIAN CITY, Zamboanga del Sur (Sept.3, 201- MPF News) --- The Bureau of Jail Management and Penology (BJMP) Regional Director Senior Supt Arnulfo P. Obias conducted a thorough investigation of attempted jailbreak and recommend possible of filing additional charges in court against those inmates involved in the incident at the Municipal Jail of Siocon, Zamboanga del Norte on Friday night, August 29.

BJMP Regional Director Senior Supt Obias said Monday that he is now waiting the result of the investigation of the foiled jailbreak that resulted to the death of one jail guard and 2 inmates and wounding of 8 other persons.

Obias said that based in the spot reports while Jail Officcer-1 Ryanbel Bagun was tried to return his trustee detainee to his deck, however upon opening the door, the two detainees identified as brothers Humoc grabbed the fire-arm tuck on his waist and then shoot the Jail Officer to death that prompted his Co-Jail Guard to be alarmed.

Obias identified the fatalities as as Jail Officcer-1 Ryanbel Bagun and two detainees identified as Preciouso Humoc and Rowell Humoc both with murder case. The 8 wounded were identified as PO1 Paul Oliver Tomboc, JO2 Roldan Felizarta, JO1 Patrick Galvez, and PO3 Intud Jay Hachuela and four detainees identified as Lito Magsayo (murder case), Wilmark Canunyo (robbery homicide case), Reneboy Humoc ( murder case), and  Zanaida Insu.

“It is not true that there was a manhunt operation conducted because the inmates did not able to get outside the jail facilities as reported ealier due to the immediate response from the nearby Siocon Municipal Police Station located some 20 meters away from the municipal jail,” Obias said.

Siocon Municipal Jail has at total of 66 inmates.

Senior Supt. Obias has just assumed as BJMP Regional Director in Region 9 based in Pagadian City three months ago had reminded again his personnel to straighten the policies of Safe Keeping the Inmates and proper implementation of human treatment program to the inmates following the incident in order not to happen again.

Some treatment program implemented in the BJMP Jail facilities are the therapeutic treatment for the inmates with drug related cases and the Alternative Learning System (ALS) jointly implemented by the Department of Education (DepED) that provided school materials for those inmates who would like to continue their studies for elementary and secondary school inside the jail compound, Obias explained.
