Ex-MILF combatants to benefit from GPH-BARMM P146.8-M educational programs

 Education Minister Mohagher Iqbal signed on April 19, the Memorandum of Agreement (MOA) for Php146.8 million worth of educational projects to be implemented by the National and Bangsamoro Government. (BIO)

PAGADIAN CITY (May 1, 2021) - Former fighters of the Moro Islamic Liberation Front (MILF), who have returned to the fold of the law, are set to benefit from Php146.8 million worth of educational projects to be implemented by the National and Bangsamoro Government.

This came following the signing of the Memorandum of Agreement (MOA) between the Office of the Presidential Adviser on the Peace Process (OPAPP) and the Ministry of Basic, Higher, and Technical Education (MBHTE) last Tuesday, April 27.

The MOA covers Php56.5 million Bangsamoro Grants-In-Aid Higher Education Program (BGIAHEP) and the Php90.3 Million Alternative Learning System (ALS) Program for decommissioned combatants (DCs) and their dependents, including selected residents from the six previously recognized MILF camps. The identification of recipients and target areas will be further determined by OPAPP and MBHTE.

The BGIAHEP is an educational program that will comprise a subsidy for tuition and other school fees for a semester and summer classes, monthly stipend, book allowance, and learning support, among others.

On the other hand, the ALS is classified under the umbrella of socio-economic development for DCs and their communities, and for other members of the community of the said camps.

Under the MOA, MBHTE has resolved to give help to the Higher Education Institutions (HEIs) and government organizations to ensure accessible quality education in the Bangsamoro region.

Accordingly, the project initiative is part of all components enshrined in the Normalization track of the Government of the Philippines (GPH) – MILF Peace Process which is to “uplift the lives of decommissioned MILF combatants, their families, and their community members.”

It is also part of the many follow-through interventions of the National Government after each combatant obtained the transitional cash package worth Php100,000.00.

Bangsamoro Chief Minister Ahod B. Ebrahim together with MBHTE Minister Mohagher Iqbal signed the MOA last April 19 on behalf of the BARMM Government.

Education Minister Iqbal said: “Rest assured that the MBHTE strives to cater and serve every Bangsamoro especially those who fought in this endeavor towards self-determination. It is our way to pay the legacy and service that they have contributed towards sustainable peace in the region.”

He added that “in this new agenda of the Bangsamoro towards Moral Governance and development. We are steadfast to our goal that no one gets left behind in the progress of the region.”

Meanwhile, Presidential Peace Adviser Carlito G. Galvez, Jr. and OPAPP Undersecretary David Diciano, who is also the Chair of the Government Implementing Panel, signed the agreement on behalf of the national government.

In his message, Galvez said, “the implementation of these measures under the Comprehensive Agreement on the Bangsamoro (CAB) is a joint responsibility of our governments.”

“It is this ‘jointness’ that makes the relationship between our governments special. This is why we are focused on further strengthening this partnership, as we adapt to the ‘new normal,” he added.

WestMinCom Commander meets Lanao del Sur LCE, visits Marawi City

 PAGADIAN CITY (May 1 2021) - Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. met with Lanao del Sur Governor Mamintal Alonto Adiong, Jr., and visited Marawi City on April 28, 2021.

Together with Joint Task Force ZamPeLan Commander Maj. Gen. Generoso Ponio and 103rd Infantry Brigade Commander Brig. Gen. Jose Maria Cuerpo II, Lt. Gen. Vinluan, Jr. paid a courtesy call on Governor Adiong, Jr. at the Provincial Capitol in Marawi City on Wednesday morning.

During their meeting, Gov. Adiong, Jr. expressed his gratitude to Lt. Gen. Vinluan, Jr. for taking the time to visit Marawi City.

“The local government officials and the people of Marawi give our 100 percent trust and support to the military because we believe that if we will work harmoniously we will be able to defeat our enemies,” said Gov. Adiong, Jr.

Likewise, Lt. Gen. Vinluan, Jr. commended the excellent leadership of the local chief executive and the local government officials of Lanao del Sur.

“Good governance is the key to the attainment of peace and progress in the communities,” said Lt. Gen. Vinluan, Jr.

The military generals visited and check on the status of the rehabilitation of the battle-stricken areas. Following their arrival, the military officials were given a briefing update on the rehabilitation of the city.

“I am happy that Marawi City is returning to what it used to be before the Marawi siege,” said Lt. Gen. Vinluan, Jr.

“Rest assured that the AFP will continue to support the rehabilitation while sustaining the peace in this beautiful city of Marawi,” Lt. Gen. Vinluan, Jr. added.

Lt. Gen. Vinluan, Jr. also visited the troops of the 103rd Infantry Brigade where he was briefed with the security updates of the city.

“We are honored to be led by a very supportive and vigorous commander,” said Brig. Gen. Cuerpo II.

“His exceptional leadership inspires us to go the extra mile in accomplishing our mission of sustaining the peace and aiding in the rehabilitation of Marawi,” Brig. Gen. Cuerpo II added.

Meanwhile, Maj. Gen. Ponio said the troops of the Joint Task Force ZamPeLan will remain steadfast in fighting the challenges posed by terrorism and radicalization in the Zamboanga Peninsula and the Lanao provinces.

Php4.7M worth of “Shabu” seized from 3 apprehended drug personalities in Tawi-Tawi

 PAGADIAN CITY (April 29, 2021) - A joint anti-illegal drug operation in Barangay Pag-Asa, Bongao, Tawi-Tawi on Wednesday morning, April 28, 2021, resulted in the apprehension of three drug suspects and the confiscation of contrabands.

According to WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr., the joint elements of the Marine Battalion Landing Team-12, Philippine Drug Enforcement Agency,and the intelligence units nabbed a certain Hassan Anggie Hawaan, 30 years old; Mannan Nusuri Muhadi, 48 years old; and Mudzna Anggie Hawaan, 42 years old, all residents of Pundohan, Barangay Simangal, Sitangkai, Tawi-Tawi.

Seized from their possession were 14 heat-sealed transparent plastic sachets containing a white crystalline substance believed to be "Shabu" with an estimated value of Php4,760,000.00.

The apprehended personalities and confiscated items/pieces of evidence are now in the custody of Bongao Municipal Police Station for proper disposition and appropriate filing of criminal charges for violation of Republic Act 9165 otherwise known as "The Comprehensive Dangerous Drugs Act of 2002".

“Our good relationship with the LGUs and other law enforcement agencies like the PDEA and PNP is evident in this successful operation against illicit networks,” said Brig. Gen. Arturo Rojas, Commander of the Joint Task Force Tawi-Tawi.

“Together with resolve, we can fight this menace which undermines the very fiber of our society effectively. We recognize the unyielding commitment to the mission of our marines and counterparts. Bravo Zulu,” Brig. Gen. Rojas added.

High-powered firearms, explosives seized by gov’t forces in Maguindanao

PAGADIAN CITY (April 29, 2021) - Combined elements of the military and police seized high-powered firearms and explosives in a joint law enforcement operation in Maguindanao on April 27, 2021.

“Soldiers of the 5th Special Forces and 40th Infantry Battalions and 601st Infantry Brigade together with the personnel from the Criminal Investigation and Detection Group proceeded to Sitio Lasian, Kabuling, Pandag, Maguindanao to serve a search warrant against Joross Ongga Guiamad,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

Sensing the presence of the operating troops, Guiamad fled towards an unknown direction and eluded arrest.

“Guiamad has a standing warrant for murder,” said Brig. Gen. Roy Galido, Commander of the 601st Infantry Brigade.

While scouring the target’s residence, government forces recovered one Barret, one M79 rifle, two fragmentation grenades, one rifle grenade, six unserviceable cal. 38 revolvers, one unserviceable KG9, 26 live ammunition for shotgun, five barrel of cal. 45 pistol, three suppressors of cal. 45, five bandoliers, two magazines cal. 45, and three sling bags.

Pursuit operations are being conducted to possibly apprehend the fleeing target.

“The Joint Task Force Central continues to support the law enforcement operations of our partner agencies to preempt the atrocious activities of the malefactors,” said Maj. Gen. Juvymax Uy, Commander of the JTF Central.

“I encourage the peace-loving people of Maguindanao to take steps and continuously support us in all endeavors,” Maj. Gen. Uy added.

The recovered items were turned over to the CIDG for proper disposition.

ASG member surrenders in Basilan

PAGADIAN CITY (April 26, 2021) - An Abu Sayyaf Group member surrendered to the military in Basilan on Saturday, April 25, 2021.

According to WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr., the intensified non-combat operations of the military units in Basilan led to the surrender of a certain Abdul Asnulan Akil, a.k.a. Abz, a resident of Barangay Kamamburingan, Ungkaya Pukan, Basilan Province.

“Akil is a member of the notorious Abu Sayyaf Group under Radzmil Jannatul, a.k.a. Khubayb. He has a standing warrant of arrest for murder,” said Lt. Gen. Vinluan, Jr.

The surrendered personality handed over one M1 Garand rifle with magazine and 18 rounds of ammunition.

“Akil was involved in a massacre in Kamamburingan last April 22, 2018, wherein four civilians were beheaded,” said Brig. Gen. Domingo Gobway, Commander of the Joint Task Force Basilan.

“His surrender is attributed to our peace efforts facilitated by the different intelligence units here in Basilan,” Brig. Gen. Gobway added.

Akil is currently undergoing custodial debriefing at the Headquarters of 101st Infantry Brigade/JTF Basilan in Barangay Tabiawan, Isabela City, the same province. He will subsequently be turned over to PNP-Basilan for proper disposition.

During the initialdebriefing, Akil said he is starving while evading the government forces. He is happy that he now has a chance to start anew and live in peace.

“We hope that those who remain in hiding will follow the footsteps of Akil. Rest assured that we will give our full support during their reintegration process,” said Lt. Gen. Vinluan, Jr.

Ten ASG personalities surrender as military offensives continue in Sulu

PAGADIAN CITY (April 24, 2021) - Four Abu Sayyaf Group members and six supporters surrendered to the military in Sulu on Friday morning, April 23

“As a result of the joint efforts of the Marine Battalion Landing Team-1 and the intelligence units, and the collaboration of the local government and other law enforcement agencies, the Abu Sayyaf members/ supporters surrender at the headquarters of the MBLT-1 in Barangay Seit Lake Poblacion, Panamao, Sulu,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

According to MBLT-1 Commanding Officer Lt. Col. Marvin Salvan, the Panamao-Makkin Salidin, 28 years old, married, a resident of Barangay Kan-Asaali and Seit Lake Poblacion, and an ASG member under Sansibar Bencio; Idjo Abduraja, 32, married, and a resident of Barangay Bangday;  Haris Jul, 35 years old, married, and a resident of Barangay Kan-Asaali; and Raham Saddih, 37 years old, single, and also a resident of Kan-Asaali.

They handed over three M16 rifles, one M14 rifle, one cal. 45 pistol, and several magazines and ammunition.

Additionally, the six ASG supporters who surrendered one M1 Garand riddle were identified as Marissa Marajan, the wife of Sansibar Bencio, 35 years old, and a resident of Barangays Tandu-Tandu and Bangday; and the following residents of Barangay Kan-Asaali - Maybat Saliddin, mother of Sansibar Bencio, 60 years old, widow; Armilyn Abduraja, wife of ASG member Sikal Hussein, 20 years old; Arsalyn Abduraja, 17 years old, single; Parida Abduraja, 22 years old, single; and Mussah Abduraja Saddih, 28 years old, married.

The surrendered personalities underwent debriefing after which they were brought to Panamao District Hospital for medical check-up.

4th Marine Brigade Commander Col. Hernanie Songano said the returnees will be turned over to their respective barangay local government units for proper disposition while the turned over firearms are placed under the custody of the 4MBde for documentation and safekeeping.

“I commend our marine troopers for this remarkable feat. Rest assured that we will continue to initiate peace mechanisms to convince the remaining ASG members to end their armed struggle without any single bloodshed,” said Maj. Gen. William Gonzales, Commander of the Joint Task Force Sulu.

Meanwhile, Lt. Gen. Vinluan, Jr. said the AFP sincerely welcomes those who wish to return to the fold of the law and avail of the livelihood programs of the government.

Notorious ASG leader's brother, comrade killed as military intensifies operations in Sulu

PAGADIAN CITY (April 24, 2021) - Two Abu Sayyaf Group (ASG) members including the brother of notorious bomber Mundi Sawadjaan were killed in the recent clash in Sulu.

According to Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command, troops of the Joint Task Force Sulu were conducting focused military operations when they encountered three ASG members under sub-leader Mudzrimar Sawadjaan, a.k.a. Mundi, at the boundary of Taung, Taglibi, and Panglayahan in Patikul, Sulu at 3:20 p.m., April 23.

The five-minute exchange of fires resulted in the deaths of two ASG members identified as Mujafal Sawadjaan and Muktihar Taha, a.k.a. Mukti, while their unidentified comrade managed to run away.

“Mujafal was in the ASG watchlist as of the yearend 2020. He is the brother of Mundi. On the other hand, Mukti was not on the watchlist but he was known to be an active follower of Mundi,” said Lt. Gen. Vinluan, Jr.

Reinforcements were deployed as the operating troops continue to scour the area.

Meanwhile, Joint Task Force Sulu Commander Maj. Gen. William Gonzales stated that the 2nd Special Forces Battalion and 32nd Infantry Battalion under the 1103rd Infantry Brigade led by Col. Eugenio Boquio, and the 21st Infantry Battalion and other operating forces of the 1102nd Infantry Brigade led by Col. Benjamin Batara, Jr. had a series of encounters with the ASG group led by Mudzrimar “Mundi” Sawadjaan prior to the neutralization of the two.

“The series of encounters started at around 9:30 a.m. While conducting combat operations, troops of the 2nd Special Forces Battalion led by Lt. Col. Benito Ramos spotted a fleeing ASG member who left behind an improvised explosive device component. Pursuit operation was immediately conducted which resulted in a clash. Operating troops of the 1103rd Infantry Brigade continued to pursue Mundi’s group as the latter desperately evade the government forces,” said Maj. Gen. Gonzales.

“We have received initial reports indicating that Mundi’s youngest brother Al-al Sawadjaan was also neutralized during the encounters but it is yet to be verified. All our forces are on high alert as we continue to hunt for Mundi Sawadjaan. With the death of most of his followers, it is possible that Mundi is evading our forces all by himself,” Maj. Gen. Gonzales added.

Further, Lt. Gen. Vinluan, Jr. said the intensified operations of JTF Sulu aim to finish off the remaining terrorists in the province.

Abu neutralized by government forces in Basilan

PAGADIAN CITY (April 23, 2021) - A Basilan-based Abu Sayyaf Group member was neutralized in a law enforcement operation conducted on Friday morning, April 23, 2021.

“Poloy Hallang, a.k.a. Commander Heck, was neutralized by personnel of the 4th Special Forces Battalion, 53rd and 54th Special Action Company of the PNP Special Action Force, 2nd Basilan Province Mobile Force Company, and CIDG Basilan in Barangay Baungis, Lantawan, Basilan,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

The government forces conducted the joint law enforcement operation to serve a warrant of arrest against the neutralized personality (Commander Heck), and his companions Amil Hallang and Ronie Hallang.

“The target personalities resisted arrest and initiated gunfire against the operating troops. A short exchange of fire ensued, yielding to the neutralization of Commander Heck,” said Lt. Col. Alex Ampati, Commanding Officer of the 4SFB.

The firefight also resulted in the wounding of two SAF personnel who are now in stable condition.

Seized by the operating troops were an M16 rifle and assorted ammunition.

According to Joint Task Force Basilan Commander Brig. Gen. Domingo Gobway, Commander Heck was on the ASG watchlist as of yearend 2020.

“He has a criminal case for murder dated June 8, 2010. He participated in an armed engagement with the 14th Special Forces Company in the municipality o Lantawan in 2014 which resulted in the death of Cpt. Mark Zember Gamboa. He was also responsible for the killing of a certain Noning Jainal of Lantawan,” said Brig. Gen. Gobway.

The cadaver of the slain ASG member and the recovered items were turned over to the police for proper disposition.

“Team WestMinCom will continue to support other law enforcement agencies to curb lawlessness and criminalities in our area of operation,” said Lt. Gen. Vinluan, jr.

NCMF official vows support to WestMinCom’s peace and dev’t efforts

PAGADIAN CITY (April 23, 2021) - The Regional Director of the National Commission on Muslim Filipinos (NCMF) expressed his full support to the Western Mindanao Command’s thrusts during his courtesy call to Lt. Gen. Corleto Vinluan, Jr. on April 22, 2021.

NCMF Regional Director Dr. Zulfikar Abantas said, “We are here to extend our support to you, to the AFP, and the President.”

“We are also inviting you to join us in the groundbreaking of our infrastructure projects in Tawi-Tawi that are materialized through the support of foreign non-government organizations,” Dr. Abantas added.

During his visit to the command, Dr. Abantas was accompanied by Former Assemblyman Nurjay Sahali and Prof. Sadjid Adil.

They presented their policy of attraction towards peace and development in the region to Lt. Gen Vinluan at the Commander’s Office in Camp Navarro, Calarian, this city.

“Your initiatives complement our goals and objectives and this exemplifies our synchronization of efforts. Let us continue to work together for the common good,” said Lt. Gen. Vinluan, Jr.

Lifting ban on new mining projects: another incompetent COVID-19 response from the government

Executive Order 130 only serves the business interests of few, not the Filipino people

Quezon City -- Alyansa Tigil Mina (ATM) partners and members were devastated by the issuance of Executive Order (EO) 130 lifting the ban on new mining projects. The group stated in a press conference that the order is another incompetent COVID-19 response from the Duterte administration only serving the business interests of few in power, not the Filipino people.

One week before Earth Day, President Duterte issued EO130 citing the “significant economic benefits” of opening the country to new mining agreements. The Department of Environment and Natural Resources (DENR) identified mining and river dredging as primary economic drivers of post-pandemic recovery.

“A just recovery from COVID-19 can only be achieved by sustainable solutions. Mining is the very opposite of sustainable. It has long proven to be destructive - many lives were lost to mining-related disasters and the environment permanently destroyed. This is a disastrous Earth Day for mining-affected communities," said Jaybee Garganera, Green Thumb Coalition Convenor, and ATM National Coordinator.

ATM stated in a previous statement that Pres. Duterte has completed his turn around, from claiming to protect the environment and stop the destruction of forests by destructive mining to a pro-mining president.

“Pres. Duterte betrayed us when he failed to fulfill his promise of passing an executive order banning open-pit mining. This issuance of EO130 is more than just a betrayal. It is a blatant attack on the environment and the future generations,” expressed Lilak National Coordinator and ATM Council of Leader, Judy Pasimio.

“The theme of Earth Day this year is ‘Restore Our Earth’ but the President, DENR Secretary Roy Cimatu, and Department of Finance (DoF) Secretary Carlos Dominguez decided to contribute to its wreckage - they are traitors of the environment who serve mining companies and not the people,” added Pasimio.

“Human rights violations have always been present in mining areas but the cases increased and worsened during the Duterte administration. Who will benefit from this order? It is the mining companies: the human rights violators and drivers of environmental destruction. EO130 will endanger the remaining forest cover and livelihood of millions of Filipinos,” said Rene Pamplona, Chairman of ATM and Convergence of Initiative for Environmental Justice (CIEJ).

“Duterte is not innocent. He has reiterated ‘not under my watch’ on mining companies bringing further destruction to the environment. The President only proved his incompetence in dealing with this pandemic and has failed millions of his followers and supporters,” he added.

National Coordinator of Bantay Kita, Vince Lazatin said, “EO130 amended the Section 4 of EO79 where the moratorium is stated. The moratorium was placed on new mining activities so we can create a new mining fiscal regime due to the recognition that mining companies were not paying their fair share. In the Philippines, the average mining tax rate paid by mining companies is below 40%. Globally, the effective average is 50% and above. This means that what mining companies in the Philippines pay in the form of taxes and royalties is below the global average. Why is it that Philippine mining companies pay less than the global average?”

“The premise of EO79 when passed in 2012 was economic, that the contribution of the mining industry was very low at less than 2 percent. Meanwhile, it has negative impacts on top contributing industries such as agriculture and tourism. For example in Palawan, Tampakan and Davao, the effects are seen downstream. The most significant impact for indigenous peoples is militarization and internal conflicts within the tribe,” said former Ifugao Representative and AMMB author, Teodoro “Teddy” Baguilat.

“We have legislators who are for the ban of open-pit mining because it will affect their area of jurisdiction. There are also legislators who have interests in mining, which is why AMMB is not heard in Congress. This sudden U-turn of the President is a surprise after his earlier opposition to destructive mining,” added Baguilat.

“In the time of crisis where people need clean sources of food and water and good health, it is ironic that the President is now supporting the mining companies he used to criticize. There are a lot of problems with resources on small islands. Why is this not being prioritized? We condemn the issuance of EO130 and we call for the passage of AMMB,” stated Elizabeth Ibanez, Chairwoman of Sibuyanon Against Mining (SAM) in Sibuyan Island, Romblon.

“We experience the same challenge here in Nueva Vizcaya. Mining affects the water supply that flows downstream to Cagayan Valley. During the pandemic, Oceanagold proved that recorded violations in the 2016 mining audit were right. On April 5th last year, we were forcefully dispersed. EO130 will affect the renewal process of Oceanagold and the lives of indigenous peoples in our barangay; our livelihood, natural resources, and human rights,” said Myrna Duyan, Chairwoman of Bileg Dagitii Babbae in Didipio, Kasibu, Nueva Vizcaya.

“We, as youth from Marinduque, have been calling upon President Duterte to reject mining. We have not been compensated and we are already facing a new problem which is EO130. Marinduque suffered from the disaster brought by the Barrick Gold - Placer Dome Inc. last March 1996, almost 25 years of destruction. Lifting the mining moratorium will multiply the burdens of our community. We haven’t recovered yet from the tragedy and there is another disaster that our province will face. This government remains greedy amidst this pandemic,” said Sabrina Joshua Lourenz Fronda, Chairperson of Marinduque Council for Environmental Concerns - Youth.

“We are in solidarity with Alyansa Tigil Mina in demanding the cancellation of Executive Order 130. We are a part of the CBCP National Laudato Si Program which helps to promulgate the lessons of Laudato Si. In the perspective of Laudato Si, there is a problem in the way that we understand the role of humans in our ecology. The COVID19 virus was only an effect of the assault of humans to the natural world due to massive development aggression. And still, the government continues to support those extractive industries that have been one of the reasons for this pandemic. Pope Francis calls upon the economical conversion to everyone, in politics, economy, and to our faith,” stated Brother John Din of the Global Climate Change Movement.

“We are originally involved in drafting EO79, the principles we thought is i) government should get a return as the owner of raw materials, it should be 50-50 sharing in net revenues that is equivalent for 5% excise tax and 30% income tax; ii) we should have the cap on its return when we are the owner of the raw materials, the cap should be in the mining company which is given a 15% which is very high for them as a rate for them; iii) there must be insurance in disasters. The economy said undermining the benefits are privatized and the cost is commercialized and we should change that principle” stated by Christian Mongsod, Chairman of Commission of Elections

The group calls for the immediate cancellation of EO130 and the passage of the Alternative Minerals Management Bill (AMMB) in Congress.

Gov’t forces neutralize 3 communist terrorists in an encounter in ZDS

PAGADIAN CITY (April 22, 2021) - Two communist terrorists were killed while another was apprehended in an encounter in Zamboanga del Sur Thursday morning.

According to WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr., elements of the 53rd Infantry Battalion, Tigbao Municipal Police Station, and the intelligence operatives conducted a joint law enforcement operation and service of warrants of arrest against six remnants of the communist terrorist group’s Main Regional Guerilla Unit in Barangay Guinlin, Tigbao, Zamboanga del Sur at around 5 a.m., April 22, 2021.

While approaching the target’s location, the terrorists opened fire which forced the operating troops to retaliate. 

“A firefight ensued which resulted in the deaths of two terrorists and the apprehension of another,” said Lt. Col. Jo-Ar Herrera, Commanding Officer of the 53IB.

Based on the initial investigation, the killed enemies were identified as Felimon Suazo, a.k.a. Jonathan Cruz/Nathan and James Cordero, a.k.a.

James/Tito; while the apprehended personality was identified as Elvie Doctor, a.k.a. Bangkat/Nanang.

“Nathan is an executive committee member of the Western Mindanao Regional Party Committee, Political Instructor (PI)/Finance, and at the

same time member of squad 1 of the defunct Main Regional Guerilla Unit. Sometime in 2009, Nathan was one of the cadres who came from

Davao together with Aprecia Alvarez Rosete, a.k.a. Bambam (the current secretary of the WMRPC) to reinforce the dwindling strength and assist the recovery efforts of the group at that time,” said Brig. Gen. Leonel Nicolas, Commander of the 102nd Infantry Brigade.

“He has existing warrants of arrest for multiple frustrated homicides, four counts of attempted murder and theft,” Brig. Gen. Nicolas added. 

Meanwhile, James is a member of the MRGU Squad 1 while Nanang is an ExeCom member of WMRPC and Political Instructor of the defunct MRGU. She was the Staff Propagandist of WMRPC in 2019 and has warrants of arrest for murder and murder with direct assaults.

Joint Task Force ZamPeLan Commander Maj. Gen. Generoso Ponio said troops are currently conducting clearing and pursuit operations in the area.

“We are pressing on the remaining members of the defunct guerilla unit to prevent their possible reorganization and to sustain the peace and stability in the area,” said Maj. Gen. Ponio.

While scouring the area, troops recovered one M16 attached with M203 Grenade Launcher, one 9mm pistol, one cal. 45 pistol, four 40mm ammunition, four magazines of M16 loaded with 75 rounds of ammunition, and CTG propaganda materials.

“I commend the troops of the Joint Task Force ZamPeLan for their numerous accomplishments,” said Lt. Gen. Vinluan, Jr.

“I also urge everyone to continuously help and support your Armed Forces in the fight against terrorism here in Mindanao,” the commander added

From January 2021 to date, JTF ZamPeLan neutralized a total of 51 Communist Terrorist Group members, four of which were killed, 42 surrendered, and five were apprehended. (By JONG CADION with reports and photos from WestMinCom-PIO)

REACT Philippines recognizes WestMinCom’s peace and development efforts

PAGADIAN CITY (April 22, 2021) - Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. was awarded a Plaque of Appreciation on Thursday, April 21, 2021.

Mr. Jojen “Hitman” Baybay, the National President of REACT Philippines thru Mr. Henry Bicoy, the Vice President of REACT National Incorporated and Region Chief of REACT Region 12, awarded the Plaque of Appreciation to Lt. Gen. Vinluan, Jr. recognizing his relentless and unending support to the organization going to the Chartering of New REACT Kamun Group in Siasi, Sulu and in Induction of new officers and members of REACT Tiger Lobster Group in Bongao, Tawi-Tawi on November 13, 2020.

REACT Kamun Group is a newly organized civic group in Siasi, Sulu which aims to magnify the spirit of volunteerism in the said municipality. The group provides support during the conduct of outreach programs and other related activities initiated by either government or non-government agencies.

In his message, Lt. Gen. Vinluan, Jr. expressed his appreciation to REACT Philippines for the recognition bestowed to him.

“Let us continue to work together to achieve our common goal. As the commander of the Western Mindanao Command, I continuously commit myself towards peace and progress here in Mindanao. It is assured that with your support, we will soon attain lasting peace particularly in the province of Sulu,” said Lt. Gen. Vinluan, Jr. 

The simple awarding ceremony was held at the Commander’s Office in Camp Navarro, Calarian, Zamboanga City and was witnessed by WestMinCom Deputy Commander for Admin Brig. Gen. Antonio Nafarrete, 4th Civil Relations Group Commander Lt. Col. Jomar Daquioag, the Command Staff, REACT Green Leaves Group Chief Mr. Zandro Trayvilla, REACT Alicia Group Chief Jezrell Romero, REACT Taguk Group Chief Emmanuel Sugang, Green Leaves Past Group Chief Fidel Castro, and Immediate Past Group Chief Elmer Hinay.
