Vice Mayor of Zamboanga del Norte town, 2 others killed in ambush

PAGADIAN CITY, Zamboanga del Sur (Jan. 14, 2020) – The Vice Mayor of Baliguian town in Zamboanga del Norte and two others were killed in ambush Saturday 11:30 AM, January 11 at Brgy. Sta. Maria, in the municipality of Siocon in the said province.

The victime vice Mayor identified as Hon. Gani Esmali, he died upon arrival at the hospital while his two (2) companions died on the spot and one  unidentified companion was in serious condition at the hospital.

 Initial police investigation disclosed that the victims were onboard on a color gray Isuzu SUV-MUX owned by Vice-Mayor Esmali heading towards Siocon when undetermined number of suspects fired upon them.

Thereafter, said suspects immediately left the area onboard a color dirty white van with unknown plate number heading towards the municipality of Gutalac, Zamboanga del Norte.

The said victims were immediately brought to Siocon Distrcit Hospital for medical treatment. As a result, Hon. Esmali died on arrival at the hospital and was now brought to his family at Baliguian and his one (1) companion is now undergoing medical treatment, however his other two (2) companions died on the spot.


Neighboring Municipal Poice Stations were immediately informed and coordinated for dragnet operation against the fleeing suspects while the personnel of Siocon MPS are now conducting hot pursuit operation.

RD Quidilla Fortified Police Officers Bond

PAGADIAN CITY (Jan. 14, 2020) - First-ever in the region, milestone and legacy of PNP Regional Police Chief Brigadier General Froilan Flores Quidilla, who headed the ground-breaking ceremony last Friday signalling the start of construction of a two- floor building for office and transient purposes, where police officers who are alumni of Philippine National Police Academy (LAKANS) and APOLE or Association of Police Officers Via Lateral Entry and  all other commissioned officers   at their own desire may use the facility.

The building facility is located near the Regional Service Training Unit inside Camp Abendan Complex.

According to the PNP Regional Police Chief, visiting LAKANS, APOLE and other police officers to PRO9 are welcome to use the facility once it is completed and ready for occupancy. Quidilla said, putting up useful infra inside police camps is a priority under his administration.

“We are grateful and thankful to the Regional Director (Gen. Quidilla) for this project, surely a milestone to PRO 9 and all the officers” Police Lieutenant Colonel Haywien Salvado said,  President of  PRO9 LAKAN and Police Lieutenant Colonel  Edwin Verzon, President  of PRO9 APOLE.

Another Member of CPP-NPA Surrendered

PAGADIAN CITY (Jan14, 2020) – Last January 8, 2020 two members of CPP-NPA in Siayan surrendered to the PNP with their firearms. Two days after the said surrender, another two members also surrendered in two different police stations in the municipality of Siayan and Titay.

One of the returnee who surrendered last January 8, 2020, revealed during series of dialogue that one of their companions at Sitio Tumanong, Barangay Macasing, Siayan, Zamboanga del Norte likewise expressed his willingness to surrender. And finally last January 10, 2019, one a.k.a Deonard surrendered to Siayan Police Station with one caliber of 357 revolver.


While a.k.a Jehad/Bulaw surrendered to the members of Zamboanga Sibugay Police Provincial Office and 44th IB of Philippine. 

Through the continous effort of the Police Regional Office 9 as a member of the Regional Task Force to End Local Communist Armed Conflict (RTF9-ELCAC) and other member agencies, four have surrendered for the first 11 days of the first month of the year and positively looking for more members to be encouraged to build their new life in the fold of the government.

Just like other returnee, they will undergo several processes and trainings for their new life in the fold of government under the Executive Order No. 70.

ith this accomplishments, PBGen. Froilan F Quidilla, Regional Director, lauded the personnel who have never ceased to exhaust all efforts to convince members of the CPP-NPA to return to the fold of government. He appeals to the members of the NPA who are still in the wilderness to surrender and live a better life with their family and friends in the arms of the government. Clearing of public thoroughfare, a serious mandate
Cotabato City is not one of the first batch of 10 local government units whose mayors are slapped with administrative charges before the Office of the Ombudsman “for failing to comply with the directive of President Rodrigo Duterte to clear roads of illegal obstructions.”

Interior and Local Government (DILG) Secretary Eduardo Año said these concerned mayors are charged with gross neglect of duty and grave misconduct. In Mindanao, those concerned are from Lapuyan in Zamboanga del Sur, Sagay and Guinsiliban in Camiguin, Manticao in Misamis Oriental, and Caraga in Davao Oriental.  

In the words of Secretary Año: “These mayors failed to perform their duty to clear their roads of obstructions, they did not develop or implement any displacement program or plan, they do not have any long-term rehabilitation and sustainability plan in place, and they failed to set up a feedback or grievance mechanism for their constituents; hence, we are compelled to seek their suspension from office.”

Celebrating PNP’s Good Deeds

PAGADIAN CITY (Jan. 8, 2020) – Police Regional Office 9 had celebrated the 26th PNP Ethics Day with a theme: “Matapat at Marangal na Serbisyo Publiko, Alay ko sa Mamamayang Pilipino”.

The activity was held Monday Jan 6 in Camp Abendan, Mercedes in Zamboanga City and graced by Civil Service Commission Regional Director, Mr. Alvin Araneta as the guest of honor and speaker. This year’s celebration highlight’s the good deeds of police officers in the peninsula. 12 personnel where awarded for their exemplary act, PRO9 PIO PMaj. Helen L. Galvez disclosed.

Galvez identified the following police awardees as; PCpl Mark Andrew Yamba, Patroller PNCO, a registered nurse provided assistance to a pregnant woman in giving birth inside the PNP patrol car while being transported to the clinic in Aurora, Zamboanga del Sur which resulted to a safety delivery of a healthy baby boy.

PSSg Jade E Limbaroc, PPSMU PNCO of Siay Municipal Police Station breastfed a starving child during the house visitation at Purok 2, Barangay Mahayahay, Siay, Zamboanga Sibugay Province.

PSSg Ommal Handang, Asst. Invest PNCO and PSSg Gamar Sariul, members of the duty Alert Team of Olutanga MPS provided assistance to a woman who is about to give birth in Olutanga Bus Terminal who was brought immediately to the hospital in Olutanga, Zamboanga Sibugay Province.

PCpl Winfred Cabañas of Labangan MPS assisted the pregnant and they as well extended monetary help to the family for financial help, since the family at that time was empty handed at that time.

PCPT JOEL CASTILLO ADAJAR, OIC of Siayan MPS provided Monthly Cash Allowance to the Grade 7 and Grade 10 scholars of Siayan MPS at Siayan Municipal Police Station, Poblacion, Siayan Zamboanga del Norte.

Patrolwoman Elbie Sabillona Orhen, WCPD PNCO of Sibutad MPS gave some food to eat for lunch and water to drink to a vagrant who has special needs. Activity was held at Sibutad MPS, Poblacion,    Sibutad Zamboanga Del Norte.

PLTCOL RESTITUTO A PANGUSBAN, and his troops voluntarily contributed to procure of one (1) unit wheel chair for Mrs. Rosalie M. Estacion who suffers difficulty in walking because an accident.

PSSG Ronald Bastasa Kibrahosa extended some cash assistance to man for his continuous of medication for illness.

PSSg Abdurahim A Sandamon, Salaam PNCO and Patrolwoman Nursida L Tinggalong, FJGAD PNCO, helped and teached Pablo John D Dumdum, ICPS scholar, 22 years old, Grade 1 pupil of Isabela City Elementary Pilot School in doing his homework and continuously guiding the student.

In his speech, Director Araneta Director Araneta emphasized that personnel must love their job. Criticisms, fear, stress, and pressure are okay, as long as we can do what your heart desires rather than living a comfortable life but your heart is not in it. PRO9 Commemorate’s the 31st Death Anniversary of Col. Abendan and General Batalla

PAGADIAN CITY (Jan. 9, 2020) – Police Regional Office 9 rendered 21 gun salute and wreath-laying ceremonies on the 31st Death Anniversary of Brigadier General Eduardo Batalla and Colonel Romeo Abendan in both Camp Batalla, Cawa-cawa , R.T Lim Boulevard and Camp Abendan, Mercedes Zamboanga City in the afternoon of January 6, , PRO9 PIO PMaj. Hellen L Galvez disclosed.

Galvez said that PCol. John G Guyguyon led the ceremony in Camp Col. Romeo A Abendan, together with the wife and family of the late Col. Abendan. Personnel of from different offices attended the said ceremony and Task Force Zamboanga. While the ceremony in Camp. Brigadier Eduardo B Batalla was led by PCol. Neri Vincent D Ignacio.

Mrs. Nenie Abendan, thanked the Police Regional Office 9 for the tribute and respect paid to her husband all these years.

It was recalled that the incident happened on January 5, 1989 when number of discharged policemen led by Patrolman Rizal Alih took hostages at then Recom-9 Headquarters (Camp Batalla).

The unfortunate mutiny was led to the death of 19 people including the two top officers when the release negotiation failed.

Yuletide Season Celebrated Peacefully in Region 9

PAGADIAN CITY (Jan. 1, 2020) – The celebration of New Year has been generally peaceful, Police Region 9 Official disclosed.

Full alert status has not been lifted and personnel are still in full force to secure the community, PMaj. Helen L Galvez, PRO9 Public Information Officer said.

 Galvez added that PBGen. Froilan F Quidilla, Regional Director had dispoyed a total of 3, 418 PNP personnel on places of convergence, transportation, and route security.

Galvez added that PBGen Quidilla also strongly implemented of E.O no. 28, with a total of 3,080 illegal firecrackers were confiscated all throughout the region and recorded zero incident on firecracker injury as per PRO9 record.

However, an incident of stray bullet injury was recorded in the city of Isabela, Basilan, Galvez explained. The said case is considered isolated and the PNP is doing its best to resolve the case and the victim was brought to Zamboanga City Medical Center and underwent minor operation and was discharged immediately in good condition, she said.

Galvez also added that Regional Director Quidilla expressed thanked to the public for their continuous strong cooperation and commitment for peace and security in the peninsula.

He also commend the local government, other law enforcement groups, force multipliers along with the police force for their sacrifice during the holiday season and the partners in law enforcement. (By JONG CADION with PIO-PRO9 Press release)
