WestMinCom recognizes invaluable support of Sulu LCEs

PAGADIAN CITY Zamboanga del Sur (Aug 24, 2021) - The Western Mindanao Command recognized the invaluable support of the local chief executives of Sulu to the command’s thrusts.

Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command presented plaques of appreciation to the governor, vice governor, congressmen, and mayors of all the municipalities of Sulu in a simple ceremony held at the Laong Laan Hall in Camp Navarro, Calarian, this city on August 22, 2021.

“I would like to personally extend my heartfelt gratitude to all of you for your unwavering support to all our campaigns particularly in ending terrorism and violent extremism in Sulu. Without your support we will not be able to achieve what we have accomplished,” Lt. Gen. Vinluan, Jr. addressed the officials.Present during the activity were: Sulu Governor Abdusakur Tan, Sulu Vice Governor Abdusakur Tan II,  Luuk Mayor Maryam Arbison, Lugus Mayor Hadar Hajiri, Kalingalan Caluang Mayor

In his message, Gov. Tan said, “Sulu loves you General Vinluan. Under your leadership, the military used approaches that effectively changed the security landscape in Sulu. The peace situation is far better now than it used to be. You exemplified that war is not the solution to the security concerns in our province. Thank you for assisting us in bringing back the IDPs to their respective barangays through the Balik-Barangay Program that we co-initiated. Even after your retirement, you are very much welcome to visit Sulu anytime you want”.

During the stint of Lt. Gen. Vinluan, Jr. as the commander of the Western Mindanao Command, there were zero cases of kidnapping, all remaining kidnap victims were rescued, significant personalities of the Abu Sayyaf Group were neutralized, and there was an influx in the capitulations of the group members.

WestMinCom facilitates distribution of food packs to fire victims in Zambo City

PAGADIAN CITY, Zamboanga del Sur (Aug 20, 2021) - Western Mindanao Command facilitated the distribution of food packs to the fire victims currently situated at Southcom Elementary School, Southcom Village, Calarian, this city.

Personnel from the Office of the Assistant Chief of Unified Command Staff for Civil-Military Operations, U7; 4th Civil Relations Group; and Joint Task Force Zamboanga distributed a total of 500 food packs to the victims at about 1:30 p.m. Thursday, August 19, 2021.

Said food packs were donated by one of Western Mindanao State University’s Professors, Prof. Teng Catong. The command also distributed a total of 100 cases of bottled water.

It can be recalled that a huge conflagration transpired at Camella Drive, Southcom Village on Wednesday afternoon. Said incident razed almost a hundred houses to the ground and displaced more or less 116 families.

“The military is always here to help the people in all possible ways. This our own little way to the return the assistance extended by the citizens in all our endeavors,” said Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command.

4 more BIFF members yield in Maguindanao

 Camp Navarro, Calarian, Zamboanga City – (August 19, 2021) - Four more members of the Bangsamoro Islamic Freedom Fighters yielded to the soldiers of the Joint Task Force Central Wednesday morning, August 18.

According to Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command said the surrendered personalities known in the following aliases: Ustadz, Kano, Magdusa, and Abu Zubair submitted themselves to the 92nd Infantry Battalion in Barangay Tuayan Mother, Datu Hoffer Ampatuan, Maguindanao.

Lt. Col. Nathaniel Balintong, Battalion Commander of 92IB said the surrendered personalities, who are members of the Karialan Faction, handed over two M1 Garand rifles, one M16A1 rifle, and one Ultimax light machine gun.

The four were subsequently presented to Brig. Gen. Ignatius Patrimonio, Commander of the 1st Brigade Combat Team, and the local chief executives of Shariff Aguak and Datu Hoffer Ampatuan, all of Maguindanao.

Brig. Gen. Patrimonio said the military is doubling its efforts to encourage more militants to lay down their arms and return to mainstream society.

Meanwhile, Maj. Gen. Juvymax Uy, Commander of JTF Central commended the concerted efforts of the military, local governments units, and the communities that led to the surge in the number of capitulations of BIFF personalities.

It can be recalled that on August 7, 13 members of the same group yielded in Sultan Kudarat while 11 others laid down their arms in Shariff Aguak, Maguindanao on August 13

“The series of surrenders only proves that the security landscape in central Mindanao is indeed changing,” said Lt. Gen. Vinluan, Jr.

Since January 2021, a total of 170 BIFF personalities were neutralized, of whom 69 were killed, 98 surrendered, and three were apprehended.

“Rest assured that all those who returned peacefully to the fold of the law will be completely mainstreamed to their respective communities,” Lt. Gen. Vinluan further stated.

Surrendered personalities are currently undergoing custodial debriefing conducted by the 1BCT while their firearms were deposited at the 92IB headquarters for safekeeping. (By JONG D. WestMinCom Commander pays farewell visit to military unit in Tawi-Tawi

PAGADIAN CITY, Zamboanga del Sur (Aug 19, 2021) - Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command paid a farewell visit to the troops of the Joint Task Force Tawi-Tawi and 2nd Marine Brigade a week prior to his retirement.

On his arrival. Lt. Gen. Vinluan, Jr. was welcomed with Foyer Honors rendered by the marine troops led by JTF Tawi-Tawi Commander Col. Romeo Racadio at Toong Hall, 2nd Marine Brigade Headquarters, Sanga-Sanga, Bongao, Tawi-Tawi on the morning of August 18, 2021.

During his talk to the troops, Lt. Gen. Vinluan, Jr. commended the soldiers for their numerous accomplishments notable of which is the neutralization of Apo Mike and the recovery of several loose firearms.

“Let us sustain the momentum, remain steadfast in accomplishing our mission, and continue to establish a good relationship with our partners, stakeholders, and the communities so as to win their popular support to all our endeavors, for it is better to win peace without a single bloodshed,” said Lt. Gen. Vinluan, Jr.

In his visit to Tawi-Tawi, Lt. Gen. Vinluan, Jr. also paid an exit call to Gov. Yshmael “Mang” Sali at the Provincial Capitol of Tawi-Tawi.

Lt. Gen. Vinluan, Jr. expressed his gratitude to Gov. Sali for his unwavering support to the command’s thrust.

Likewise, Governor Sali thanked Lt. Gen. Vinluan, Jr. for all the assistance extended by the command to the province of Tawi-Tawi particularly in ensuring the safety and security of the people.

152 ex-BIFFs receive entrepreneurial skills from BARMM

COTABATO CITY (Aug 19, 2021) –  To combat and end violence extremism in the Bangsamoro region, 152 former Bangsamoro Islamic Freedom Fighters (BIFF) underwent entrepreneurial skills training from project Tulong Ng Gobyernong Nagmamalasakit (TuGoN) of the Ministry of Interior and Local Government (MILG).

The trainings, which were conducted on Aug. 3-5 and Aug. 11-13 held simultaneously at Radjah Buayan, Maguindanao; President Quirino, Sultan Kudarat; and Kabacan, North Cotabato, respectively, was in collaboration with the Ministry of Trade, Investments and Tourism (MTIT).

From the assistance coming from 33rd IB, 601st BDE and 602nd BDE of the Philippine Army, the entrepreneurship development training was part of the assistance of Project TuGoN purposely to capacitate former combatants on starting up business, financial literacy, business resiliency, and other important areas of entrepreneurship.

These are in preparation for their reintegration into mainstream society and become more productive Bangsamoro citizens.

Project TuGoN also plans to do the same activity in the provinces of Lanao Del Sur, Basilan, Sulu, and Tawi-Tawi to cater former combatants to avail of the skills trainings that could help them in reshaping their lives.

The Bangsamoro Government will continues its drive to end local armed conflict and encourages other lawless groups to re-integrate to the mainstream, society, and avail themselves of the Project TuGoN program and services, and other government assistances which provide skills trainings, basic services, benefits, and support to the former rebels. 2 military commanders visit WestMinCom

PAGADIAN CITY, Zamboanga del Sur (Aug 18, 2021) - Brig. Gen. Lincoln Francisco Tagle, Commander of Special Forces Regiment (Airborne) and Maj. Gen. Nestor Florante Rayos, Commander of Air Combat Command visited the Western Mindanao Command on August 16, 2021.

The two separately paid a courtesy call on WestMinCom Commander, Lt. Gen. Corleto Vinluan, Jr. at the command headquarters at Camp Navarro, Calarian, this city.

Brig. Gen. Tagle was welcomed by WestMinCom Deputy Commander for Administration, Brig. Gen. Antonio Nafarrete on his arrival on Monday morning and Foyer Honors was rendered.

The distinguished visitor was then received by Lt. Gen. Vinluan, Jr. and the Command Staff at the Laong Laan Hall of the command.

 Brig. Gen. Tagle expressed his pleasure in visiting the WestMinCom and meeting with the commander again. He also assured that the Special Forces units deployed in the WestMinCom’s area of operation give their all-out support to the accomplishment of the command’s mission.

Meanwhile, Maj. Gen. Rayos was welcomed by WestMinCom Deputy Commander for Operations, Brig. Gen. Arturo Rojas and company-sized honors was rendered on his arrival at about 2 p.m. Monday.

Lt. Gen. Vinluan, Jr. received the two-star general at the Laong Laan Hall of the command.

Maj. Gen. Rayos said that the Air Combat Command is always ready to provide support in the combat demands of the Western Mindanao Command.

The WestMinCom Commander expressed his gratitude to the two generals who took the time to visit the command.

WestMinCom holds blessing of renovated facility

PAGADIAN CITY, Zamboanga del Sur (Aug 17, 2021) - The Western Mindanao Command reopened its newly renovated Laong Laan Hall at Camp Navarro, Calarian, this city on August 16, 2021.

WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr. led the ceremonial blessing held Monday.

“I am very glad that during my term as the commander of WestMinCom, I was able to improve various repairs of facilities. Much has been done, but even more, is left to do. Since we have started this humble project, I expect that there will be more projects to come even after I retire. I also hope that this facility will inspire and make every member of WestMinCom proud, as we receive our special guests in a relatively presentable venue,” said Lt. Gen. Vinluan, Jr.

During the ceremonial blessing, Lt. Gen. Vinluan, Jr. presented a Plaque of Appreciation to Architect Shiralee Pajarito, the lead architect during the renovation of the Laong Laan from March 23 to July 14, 2021.

 “The renovation of this facility was made possible through the dedicated support of Architect Pajarito, who has planned, designed, and supervised the repair until its completion,” Lt. Gen. Vinluan, Jr. stated.

Laong Laan Hall serves as a venue to receive and accommodate distinguished visitors of the command. Its name was inspired by one of Jose Rizal’s pen names “Laong Laan” which according to prominent historians means “ever prepared”.

Meanwhile, during the activity, Lt. Gen. Vinluan, Jr. pinned new rank insignia to Col. William Victorino Upano, the Assistant Chief of Unified Command Staff for Logistics, U4.

“Congratulations on your long-awaited and well-deserved promotion. It is a pleasure for me to have the opportunity to pin this milestone in your military career. You have been instrumental in the accomplishment of the command’s objectives by facilitating the enhancement of our facilities,” Lt. Gen. Vinluan, Jr. addressed Col. Upano.

The newly promoted staff officer spearheaded the restoration of several facilities including the old water tank of the command and the defective generators of the command. He also facilitated the concreting of the car parks, repainting of the Khadaffy Mansion perimeter fence, and the ongoing repair of the Maharlika building. Through the efforts of the logistics office under Col. Upano, the command has acquired six KM250 vehicles and three Ford Rangers.

 The ceremonial blessing, awarding of plaque, and donning of rank were graced by the presence of WestMinCom Deputy Commander for Administration, Brig. Gen. Enlightened BIFF leader, members surrender in Maguindanao

PAGADIAN CITY, Zamboanga del Sur (Aug 14, 2021) - A leader of the Bangsamoro Islamic Freedom Fighters and 10 of his cohorts yielded to the military in Barangay Kuloy, Shariff Aguak, Maguindanao on Friday morning, August 13, 2021.

Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command said combined elements of the 33rd Infantry Battalion and the intelligence operatives facilitated the surrender of a BIFF leader identified as a.k.a. Molawin and 10 of his cohorts known in the following aliases: Rahib, Nasrullah, Salahuddin, Esmail, Rahim, Haron, Tapa, One Eye, Naser, and Kasim.

“A.k.a. Molawin and his followers belong to the BIFF Karialan Faction,” Lt. Gen. Vinluan, Jr. further stated.

According to Col. Pedro Balisi, Jr., Commander of the 1st Mechanized Infantry Brigade, the successful surrender of the BIFF personalities was made possible through the support of the barangay chairpersons of Kuloy and Tapikan, both of Shariff Aguak town.

Surrendered personalities handed over two cal. 30 Barret, one cal. 30 M1 Garand converted to M14 rifle, one cal. 30 M1 Garand, one cal. 5.56mm M16 rifle, one cal. 45 pistol, one cal. 45mm Thongram Submachine Gun, one 60mm Mortar, two improvised explosive devices, four rounds cartridge of 7.62mm ball, and two round cartridge of 60mm high explosives to the military.

Said BIFF personalities revealed that the strength of the military is inevitable and their dwindling manpower is not enough to win a battle. Fearing for their lives, they decided to come out.

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central said, “The influx of surrenders exemplifies that we are winning not only the people’s trust but that of the enemies as well”.

JTF Central has reported a total of 87 surrenders for this year alone. It can be recalled that last August 7, 13 members of the same group also surrendered to the military in President Quirino, Sultan Kudarat.

“The spate of surrenders in central Mindanao signifies a breakthrough in our peace efforts to end terrorism in the area. We are hopeful that soon enough we will be able to totally dismantle the BIFF and all other threat groups,” said Lt. Gen. Vinluan, Jr.

Daulah Islamiyah-Maguid Group sub-leader nabbed in Maguindanao

PAGADIAN CITY, Zamboanga del Sur (Aug 14, 2021) -  A sub-leader of the Daulah Islamiyah-Maguid Group was nabbed by joint elements of the military and police in Maguindanao on August 11, 2021.

“Kalid Andalani Kalaing, a.k.a. Kumander Kalid was arrested by combined elements of the 1st Mechanized Infantry Battalion, Shariff Aguak Municipal Police Station, and 2nd Provincial Mobile Force Company during a checkpoint operation at Lining Patrol Base in Barangay Labu Labu, Shariff Aguak, Maguindanao at about 2:30 p.m. Wednesday,” said Lt. Gen. Corleto Vinluan, Jr. Commander of Western Mindanao Command.

According to Col. Pedro Balisi, Commander of 1st Mechanized Infantry Brigade, at the time of his arrest, Kalaing was heading from Cotabato to Isulan, Sultan Kudarat onboard a white Toyota pick-up. He was arrested by virtue of a warrant of arrest docketed under Criminal Case No. 19-5041 for carnapping with homicide issued on June 13, 2019, by Presiding Judge Lorenzo Balo of Branch 19-Isulan.

The apprehended personality is now under the custody of the 2nd Provincial Mobile Force Company, Maguindanao Provincial Police Office for the filing of appropriate charges.

 “With all the positive results of our combined operations, Joint Task Force Central will continue to assist our partners from the police and other law enforcement agencies to deter unlawful activities in our area of operation,” said Maj. Gen. Juvymax Uy, Commander of JTF Central.

Patrol bases were alerted for possible retaliation of Kalaing’s cohorts.

“My congratulations to the troops of JTF Central,” said Lt. Gen. Vinluan, Jr.

“May your multifarious achievements be an inspiration to all as we bolster our serious efforts to defeat the terrorists and lawless elements here in Mindanao,” the commander added.

Regularizing ‘habal-habal’ transportation in Maguindanao wins in BARMM policy research project

COTABATO CITY (Aug 13,2021—After six months of conducting research, Atty. Bai Sandra U. Sadialan of the Ministry of Transportation and Communication (MOTC) emerged as first placer during the culmination activity of the capacity-building project called “BARMM on Policy Research” on Thursday, Aug. 12, held at Diamond Hall, Em Manor Hotel in Cotabato City.

Her research, entitled “Habal-habal as a mode of Transportation in Maguindanao: Its benefits, Issues and Regulation”, was awarded ‘Best Research’, with certificate and a cash prize worth Php 30,000.00.

Sandialan, 29, Attorney IV of MOTC, and a resident of Datu Odin Sinsuat in Maguindanao, said that her inspiration in coming up with such policy research are the local drivers using the ‘habal-habal’ (single motor) who needs alternative income.

The research policy of Sandialan hopes to regularize and legalize the operation of habal-habal as mode of transportation in Maguindanao.

“We look forward how to legalize the habal-habal operation in Maguindanao, somehow the local drivers would have an alternative source of income,” she said.

Other winners include Joven U. Molanggana of the Ministry of Indigenous Peoples’ Affair (MIPA) (2nd placer) and Gebracel N. Makaton of Development Academy of Bangsamoro (DAB) (3rd placer). They received certificates and Php20,000.00 and Php10,000.00, respectively.

In a video message, Bangsamoro Chief Minister Ahod B. Ebrahim stressed the importance of policy research in supporting the bureaucracy and policy-making in the Bangsamoro region.

“Policy research is very important in our line of work […] expect us to provide policies that are evident based and responsive to the reality of the Bangsamoro,” Ebrahim said.

This policy research project aimed to promote the role of research in policy-making and to further capacitate the participating BARMM employees. It was implemented by the Leadership Advocacy (LEAD) Bangsamoro Inc., and the Bangsamoro Government [thru Bangsamoro Planning and Development Authority (BPDA) and DAB], and was supported by the Embassy of Switzerland in the Philippines.
