Floods displace 800 families in Sultan Kudarat By Edwin Fernandez

COTABATO CITY (June 28, 2021) – At least 800 families in a remote village in Sultan Kudarat province have been displaced by flooding following a heavy downpour Sunday night.

Dagoma was among the villages heavily affected by flooding in Sultan Kudarat's Bagumbayan town.

Dagoma village chairperson Merilo Cordero said the flood rose to about five feet deep that destroyed 53 homes in the area.

Cordero said the most affected sub-villages are Sitio Singko, Sais, Uno, Dos, Lower Linapawan, and Sitio Cabuling, all in Dagoma village.

“The floods carried mud, and debris composed of small fallen trees, cut logs, tree branches, and rocks,” he said in the vernacular over a phone interview on Monday.

Cordero said the floods started to rise at 5 p.m. following a daylong continuous downpour and people by nighttime fled toward safer grounds.

Early on Monday, the villagers returned to their homes to find waist-deep mud and debris in their residences, Cordero said.

“Everybody was surprised by the sudden rise of floodwaters,” Cordero said, adding that residents whose houses were damaged are now staying at the barangay plaza and the elementary school buildings.

The municipal and provincial governments have extended emergency relief goods to displaced families, many of whom are rice farmers.

Lovely Joy Hallegado, Sultan Kudarat provincial disaster risk reduction and management officer, said the amount of damage to properties and crops is still being determined.

No casualty was reported as a result of the floods. (PNA)

Continuing military operations compel 6 BIFF militants to surrender

PAGADIAN CITY, Zamboanga del Sur (June 29, 2021) - Six members of the Bangsamoro Islamic Freedom Fighters yielded to the military in Maguindanao on June 28, 2021.

According to Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command, the six former violent extremists were members of the Bungos Faction.

Subject personalities submitted themselves and handed over their firearms at the 6th Infantry Battalion headquarters at Sitio Landing Fish, Buayan, Datu Piang, Maguindanao.

Col. Pedro Balisi, Commander of 1st Mechanized Infantry Brigade said the successful surrender was facilitated by the military and the local government unit led by Datu Salibo Mayor Solaiman Sandigan.

“The surrender of the six exemplifies the dwindling of the group hence we will continue our focused military operations and civil-military cooperation to sustain the momentum,” said Col. Balisi.

Surrendered BIFF militants handed over the following rifles: two M16A1, one M14, and three cal. 30 Garand.

They also surrendered various M16 and M13 magazines and ammunition 

Maj. Gen. Juvymax Uy, Commander of JTF Central called on the remaining members of the BIFF to return to the folds of the law and enjoy a peaceful life with their loved ones.

“Many of those who surrendered are now enjoying the benefits and assistance provided by the AGILA-HAVEN program in Maguindanao and DIWATA-HAVEN in Cotabato.

He also emphasized that JTF Central will continue to hunt down the remaining terrorists and violent extremists in central Mindanao.

Since January 2021, a total of 145 BIFF militants were neutralized by the troops of the JTF Central, 100 of which were killed and 45 surrendered.

“With our earnest desire to win lasting peace in our area of operation, the Western Mindanao Command through all of its Joint Task Forces is working doubly to eliminate the remaining terrorists either through focused military operations or peaceful mechanisms,” said Lt. Gen. Vinluan, Jr.

“We are currently in advantage and we are capable of sustaining this through the support of our partners, stakeholders, the local government units, and the people.

Indonesia commended Joint Task Force Tawi-Tawi for the rescue of four Indonesian kidnap victims

PAGADIAN CITY, Zamboanga del Sur (June 28, 2021) - The Government of Indonesia through the Consul General recognized the dedication and commitment of the officers and personnel of Joint Task Force Tawi-Tawi in strengthening the bilateral cooperation between Indonesia and the Philippines.

On June 26, 2021, Indonesian Consul General Dicky Fabrian personally awarded Certificate of Commendation to Joint Task Force Tawi-Tawi Commander Brig. Gen. Arturo Rojas for the concerned effort and assistance of the unit in rescuing the four Indonesian kidnap victims of the Abu Sayyaf Group last March 18 and 21, this year.

According to Consul General Fabrian, the invaluable contribution of the Marines exemplifies their dedication and commitment to the mutual interest of the two countries.

“I would like to express my sincere gratitude to you all. Let us continue to intensify our good relations for the common good,” said Consul General Fabrian.

The awarding and handing over of tokens to the Marines was held at the 2nd Marine Brigade headquarters in Sanga-Sanga, Bongao, Tawi-Tawi.

In his message, Brig. Gen. Rojas thanked the Consul General for the commendation.

“Rest assured that we will continue our efforts to enhance our mutual cooperation and interoperability for the benefit of both the Indonesians and the Filipinos, and our neighboring countries,” said Brig. Gen. Rojas.

It can be recalled that in March 2021, joint troops of JTF Tawi-Tawi and PNP successfully rescued four Indonesian kidnap victims and neutralized ASG Sub-leader a.k.a. Apo Mike in Tawi-Tawi.

Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command extended his gratitude to the Indonesian government through Consul General Fabrian for recognizing the efforts of the Philippine soldiers.

“I hope that our successes will foster better understanding among us while we continue to address security concerns on our shared maritime waters,” said Lt. Gen. Vinluan, Jr.

WestMinCom, OPAMA strengthen collaboration to expedite peace process with MNLF

The said activity was spearheaded by the Office of the Presidential Adviser on Military Affairs (OPAMA) represented by Undersecretary Arthur Tabaquero,

Chairman, Security Sub-Committee; Undersecretary Cesar Yano, Chairman, Socio-Economic Sub-Committee; and Assistant Secretary Andres Aguinaldo,

Jr., Chairman, Community Healing and Reconciliation Sub-Committee.

The purpose of the activity was to brief the members of the WestMinCom on the updates of the engagement of the government with MNLF groups and to formulate a transformation program for the ex-militants to expedite the peace process with the peace-inclined group.

Also present during the activity were Lt. Gen. Corleto Vinluan, Jr., WestMinCom Commander; Brig. Gen. Francisco Ariel Felicidario III, Chief of the AFP

Peace and Development Office; Brig. Gen. Domingo Gobway, Commander, Joint Task Force Basilan; and Col. Randolph Rojas, Commander, Joint Task Force Zamboanga.

Other participants, including the commanders of the joint task forces and brigades under WestMinCom as well as the representatives from the PNP, joined through video teleconferencing (VTC) 

Lt. Gen. Vinluan, Jr. expressed his gratitude to the OPAMA for this initiative.

“This campaign proposes the steps we must undertake as we endeavor to further enhance the security posture here in Mindanao and accommodate the former Moro National Liberation Front combatants to return into the mainstream society,” said Lt. Gen. Vinluan, Jr. 

Meanwhile, Director Jana Jill Gallardo, Head, GPH Secretariat, presented the updates on the GPH-MNLF Peace Process.

Also discussed during the open forum was the profiling of the MNLF members who will benefit from the transformation program.                          

According to Usec Tabaquero, the profiling is quite challenging hence the support from the military and the PNP is imperative.

“The former rebels must be monitored for the peace efforts to succeed,” USec Tabaquero stated.

Brig. Gen. Felicidario III said that all those who will be reintegrated into mainstream society will receive economic package from the GPH. 

Sec. Carlito Galvez, Jr., the Presidential Adviser on Peace, Reconciliation, and Unity and Chair of the GPH Coordinating Committee for Misuari Group, through USec Yano, extended his gratitude to Lt. Gen. Vinluan, Jr. and to all the participants for taking time to attend the activity.

“This activity has served as a venue not only to be updated on the latest development on the peace process but also to exchange ideas based on our personal experiences on the ground,” said Sec. Galvez, Jr.

Killer of Barangay Tiguma Captain still unidentified, Mayor Co offer 400K reward to led his arrest

In a police report said, the victim Barangay Chairman Ali Gampong 54 years old while on board his gray Toyota Vios, with registration plate KDV709, heading to his residence from Barangay Hall. Upon arrival at the place of incident, they were waylaid by a black Nissan Navara (Calibre) vehicle, without registration plate number and the suspect (gunman) seated at the back portion of the vehicle, fired towards the victim three times. After the incident the suspect fled going toward the upper portion.

The ambush was capture by the CCTV. Mayor Co disclosed that the killing of Ali Gampong is a highly finance using four-wheel vehicle with high powered fire arms either M16 or M14 rifles compared to other shooting incident happened in the city mosly using riding in tandem with caliber 45 pistol.

Mayor Co also said that he was informed by Ali Gampong few months ago that someone is doing surveillance in his vicinity that is why he requested the immediate installation of CCTV cameras.

Mayor Co also told Media Link that he don not want to allow in our city that due to politics the killing in Pagadian will happened again. “Ang akoa lang mga kampanya lang ta ug kung kinsay gusto sa mga katawhan nga butaran maoy matuman og dili lang ta mogamit og mga excessive nga pamaagi,” Matud pa sa Mayor sa Pagadian.

Abu killed during clash with soldiers in Sulu

PAGADIAN CITY, Zamboanga del Sur (June 25, 2021) - Soldiers and Abu Sayyaf Group members clash anew in Sulu on June 23, 2021.

According to Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao  Command, while troops of the Joint Task Force Sulu and Patikul Municipal Police Station were conducting law enforcement operation, they encountered more or less four Abu Sayyaf Group (ASG) members in Barangay Bangkal, Patikul, Sulu at past 11 p.m. Wednesday.

1102nd Infantry Brigade Commander Brig. Gen. Benjamin Batara said the joint AFP and PNP troops were to serve a warrant of arrest for multiple counts of murder against Rudymar Habib Jihiran, a.k.a. Gulam when they were fired upon by the ASG personalities.

“Gulam is an active member of the ASG and one of the close in security of Radullan Sahiron. He is the husband of foreign terrorist fighter Sitti Aishya Rullie, a.k.a. Aishya,” said Brig. Gen. Batara.

Based on the initial report, the firefight resulted in the death of an ASG member identified as a.k.a. Sawi while the others fled towards Bud Bangkal. Government forces also rescued one personality believed to be “Aishya”.

Maj. Gen. William Gonzales, Commander of JTF Sulu said a.k.a. Sawi is an active ASG member under Basaron Arok while Sitti Aishya Rullie is the daughter of the Jolo Cathedral Indonesian couple suicide bombers and sister of apprehended Indonesian foreign terrorist fighter Rezky Fantasya Rullie, a.k.a. Cici who is presently detained in Sulu Provincial Jail.

Troops continue to pursue the fleeing enemies and the target.

Since January 2021, JTF Sulu neutralized a total of 125 ASG members, 19 of which were killed, 88 surrendered, and 18 were apprehended.

“JTF Sulu will continue to conduct offensives to hunt and pound the remaining members of the Abu Sayyaf Group in the province,” Lt. Gen. Vinluan, Jr.

Military, LGUs’ peace initiatives continue to reap positive result in Tawi-Tawi

PAGADIAN CITY, Zamboanga del Sur (June 22, 2021) - The continuous conduct of peace campaigns by the Joint Task Force Tawi-Tawi and the local government units influences more and more civilians to surrender their loose firearms, the WestMinCom Commander said.

This statement came after receiving a report of another successful turnover of a loose firearm in Bongao, Tawi-Tawi on June 21, 2021.

Based on the report, a 48-year old man, married, and resident of Sitio Kubang, Barangay Mandulan, Bongao turned over his M16-A1 rifle to the troops of the 512th Marine Company while the latter was conducting dialogue together with the barangay officials in the area.

“The campaign against illegal firearms, weapons, and ammunition is one of our major programs to ensure the sustainable peace here in Tawi-Tawi,” said Brig. Gen. Arturo Rojas, Commander of JTF Tawi-Tawi.

The surrendered firearm is placed under the custody of Marine Battalion Landing Team 12 for safekeeping.

“We attribute this accomplishment to the cooperation of the local government units and the peace-loving people of Tawi-Tawi who sincerely support us in all our endeavors,” Brig. Gen. Rojas added.

Since January 2021, JTF Tawi-Tawi recovered 42 loose firearms in the province, 27 of which are high-powered and 15 are low-powered.

“The armed forces continue to employ peaceful mechanisms to end hostilities in the communities by pacifying warring clans and encouraging the people to yield their loose firearms in adherence to the law,” said Lt. Gen. Vinluan, Jr.(By JONG CADION with reports and photos from WestMinCom-PIO)

Notorious bomber/extortionist nabbed, loose firearms handed over in Cotabato

PAGADIAN CITY, Zamboanga del Sur (June 22, 2021) - A notorious Improvised Explosive Device (IED) expert/bomber and extortionist of the Daulah Islamiyah-Hassan Group was apprehended by government forces in Cotabato on June 21, 2021.

“Combined elements of the Joint Task Force Central and Kidapawan City Police Station conducted a law enforcement support operation at Purok 3, Barangay East Patadon, Kidapawan City at about 11:00 a.m. Monday to serve a warrant of arrest against Ali Akbar for double murder and multiple frustrated murder,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

Said operation resulted in the apprehension of the target and the seizure of one ISIS Flag, two IEDs, one blasting cap, and IED components.

According to 602nd Infantry Brigade Commander Brig. Gen. Roberto Capulong, Ali Akbar is the suspected mastermind of the YBL bus bombing in the municipality of Tulunan on January 27, 2021, and the burning/arson of the YBL bus in M’lang, on June 3, 2021, where four innocent civilians were killed and six others were injured.

Ali Akbar was brought to Kidapawan CPS for proper disposition and filing of appropriate charges.

“We are hopeful that the apprehension of Akbar will degrade the DI-Hassan Group which conducts extortion activities, create havoc in the peaceful communities, and victimize innocent civilians,” said Maj. Gen. Juvymax Uy, Commander, Joint Task Force Central.

Meanwhile, the barangay chairpersons of 10 barangays of Midsayap, Cotabato handed over 18 assorted loose firearms to Brig. Gen. Capulong in the morning of June 22, 2021.

The joint efforts of 34th Infantry Battalion and Midsayap Municipal Police Station in collaboration with the local officials resulted in the successful surrender of one 5.56 Bushmaster with scope and one magazine, one grenade launcher with one cartridge 40mm high explosives, one cal. 30 mm Garand with five cartridges .30mm Ball, two cal. 50mm with two cartridges .50mm Ball, one M79 rifle, one M14 rifle with two magazines, one M14 Sniper rifle with one magazine, one 7.62 Sniper rifle with one magazine and three cartridges 7.62mm Ball, one cal. 30mm Sniper rifle with one magazine and five cartridges .30mm Ball, one 7.62 Sniper rifle with one magazine, one D12 improvised Shotgun with one magazine and one cartridge, one cal. 38 revolver, and five cal. 45 pistols with six magazines and six cartridges 45mm Ball.

Brig. Gen. Capulong said that the firearms were surrendered to the barangay officials by their respective constituents.

The ceremonial turnover was held at the SB Social Hall in Midsayap and was witnessed by 34IB Commander Lt. Col. Edgardo Vilchez, Jr., Midsayap MPS Officer-in-Charge Police Lt. Col. Rolly Oranza, Midsayap Vice Mayor Manuel Rabara, ABC President Allan Nostrales, and other local government officials.

“I commend the efforts of the Joint Task Force Central troopers, and our partners and stakeholders for these accomplishments,” Lt. Gen. Vinluan, Jr. stated.

“Let us continue to work hand-in-hand to free Mindanao from all adversities,” he added.

Military scores anew: neutralizes three local terrorists, discovers enemy lair in Maguindanao

PAGADIAN CITY, Zamboanga del Sur (June 20, 2021) -  Military neutralized three members of the Bangsamoro Islamic Freedom Fighters (BIFF) and discovered an enemy lair in two separate operations in Maguindanao on June 19 and 20, 2021.

According to Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command, troops of the Joint Task Force Central were conducting focused military operations when they encountered more or less 10 BIFF members under Muslimin Amilil, a.k.a. Mus of the 2nd Division of Karialan Faction.

“Firefight ensued at Sitio Proper, Barangay Linantangan, Shariff Saydona Mustapha, Maguindanao at about 5:52 a.m., Sunday (June 20, 2021) which resulted in the deaths of three BIFF militants,” said Lt. Gen. Vinluan, Jr.

While scouring the clash site, troops recovered the remains of the slain enemies and war materials including three cal. 45 pistols, two hand grenades, eight grams crystalline substance believed to be “Shabu”, and PhP1, 000.00 cash.

Recovered cadavers and materials were brought to 1st Mechanized Battalion headquarters for identification, documentation, and proper disposition.

Meanwhile, in a focused military operation conducted at around 4:30 p.m. Saturday (June 19), an abandoned enemy lair was discovered by operating troops at Sitio Tubak, Barangay Saniag, Ampatuan, Maguindanao.

The lair is situated in an area along the hillside and is believed to be owned by the Bangsamoro Islamic Freedom Fighters (BIFF)

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central said the lair can accommodate at least 80-100 persons. It has more or less 12 foxholes, three overhead bunkers, eight bunkers, three guard posts, and running trenches.

While scouring the area, soldiers recovered one bandoleer, four magazine pouches, one short magazine, one pressurized improvised explosive device, one pair of combat boots, one butane stove, backpack, pants, ICOM antenna, kettle, Quranic book, pail, iron stove stand, solar panel, whiteboard, and suspected IED components.

Said items are placed under the custody of the 92nd Infantry Battalion for safekeeping.

“Congratulations to the troops of Joint Task Force Central for these significant accomplishments,” said Lt. Gen. Vinluan, Jr.

Pagadian Lechon, The Best in the Entire Country

PAGADIAN CITY, Zamboanga del Sur (June 19, 2021) - One of the highlights of the  celebration of the 52nd Araw ng Pagadian is the 1st Lechon Festival held at the Pagadian Baywalk, today. It was purposely held at the windy boulevard considering of the pandemic, of course.

A total of 30 entries with two categories, the first is the Traditional category with first prize Php35K, 2nd prize Php20K and 3rd prized is Php10K plus 15 consolation prizes with Php5K each. The 2nd category is the Unique/Innovative with whole native chicken and sea foods inside the Lechon like king crabs, shrimps and squids with the same prizes except the 15 consolation prizes that increases to Php5,500 each. 


But that is beside my story. A good friend of mine narrated this to me years ago that made me proud that Pagadian was once considered as the best lechon maker in the country. My friend works at the Solicitor General's Office in Manila but is a native of Pagadian, He told me this.

His chief, the SolGen at that time, was Ricardo Galvez. Solicitor General Galvez also happened to be the Grandmaster of the Freemasons in the country.

As a grandmaster, he gets to be invited during installation rites of lodges or chapters across the country. So, the grandmaster/solgen went practically to all cities in Luzon, Visayas and Mindanao to install new sets of Freemason officers of lodges. Traditionally, this happened during the month of December where new sets of officers are elected and installed to serve the ensuing year.

Of course, Freemasons in every lodge give their best foot forward during installations especially if the Grandmaster is around. So, they give the best food during the banquets which are highlighted by the lechon. All this time, the SolGen was accompanied by his son who served as his personal assistant.

The son simply said to my friend, "Sa lahat na lugar na napuntahan namin, sa Pagadian lang talaga ang pinakamasarap na lechon."

Imagine, you ate the lechon in almost every city in the country yet single out Pagadian's as the best?

True enough, when the SolGen retired a year or two after, all the lechons served during his retirement party were delivered by plane from Pagadian City 

As a journalist, I wanted to validate the claim or better yet, give the story more in-depth. I wanted to know what makes our lechon different from the rest. Is it the ingredients? Is it the quality of the pig? Or is it  because of  our slanted topography?

So, when I happened to come home in Pagadian, (I worked in Sibugay province and this was in the early 2000s) I endeavored to look for the best lechon maker in the city. I was brought to a man named Peping who lived near the banks of the Balangasan river in Barangay Dumagoc.

He was a legend in his own right. His neighbors told me that he is at all times half-naked from the waist up. "He'll get sick when he wears even a shirt," said one.

Nong Peping told me that he came from a family of lechon makers in Oroquieta City. In the 1970s and 1980s, Oroquieta was touted as the best lechon makers in this part of the country.

"Akong lechon, bisan pa ug maugmaan sa ref, ang panit crispy gihapon," he declared 

Then he told me his simple secret: It takes him 4 to 5 hours of slow roasting compared to commercial ones where they roast it in 2 to 3 hours. That's it. No special ingredients, no pig quality and no bakilid-bakilid thing. Just the simple old-school roasting.
