PAGADIAN CITY - The
said MOA was entered into by and between the DENR-IX represented by its
Regional Executive Director Arleigh J. Adorable and the LGU of Labangan
represented by its Mayor Wilson M. Nandang, Al Hadj pursuant to Executive Order
No. 533 signed by former President Gloria Arroyo on June 6, 2006 adopting ICM
as a national strategy to ensure the sustainable development of the country’s
coastal and marine environment and resources and establishing supporting
mechanisms for its implementation.
Protected Areas, Wildlife and Coastal Zone Management Services (PAWCZMS) Regional Technical Director Dioscoro M. Melana, Pagadian City -Community Environment and Natural Resources Officer (CENRO) Ernesto C. Alcibar and Coastal & Marine Management Division (CMMD) Chief, Forester Neneth T. Ordono signed as witnesses for DENR while those who signed for LGU-Labangan were: Honorables Marlon B. Valenzuela, Mohiden M Balimbingan, Armando C. Florendo, Datu Khadafy D. Blao and Lorna L. Salera.
The Municipal government of Labangan through its Sangguniang Bayan is responsible for adopting the municipal ICM Plan with approved Resolution adopting the plan as framework for coastal development in the municipality. This plan shall be included in the annual operational plan as framework for coastal development in the municipality.
This
plan shall be included in the annual operational plan of the municipal
government; to ensure effective and sustainable implementation of the ICM Plan,
the MG of Labangan shall also formulate and approve Monitoring & Evaluation
Plan in coordination with ICM technical working group, while the DENR shall
provide technical assistance in the development of ICM Plan; assist in the
conduct of delineation and mapping of coastal areas; recommend research and
development strategies; among others.

In his message during the MOA signing
program, RED Adorable expressed elation that the LGU of Labagan
have responded to the mandate of
the local government code to share responsibility with the DENR in protecting and managing
natural resources within their territorial jurisdiction.
Mayor
Nandang was thankful to DENR office and expressed support for the realization
of their dreams in enhancing and developing the coastal area of Labangan for the benefit of future generations.

On
the same occasion, RTD Melana oriented the officials and employees of Labangan
on Climate Change mitigation and adaptation and encouraged them to participate
in the National Greening Program (NGP), protect marine ecosystem and support
