69 allegedly escapees/detainees and 6 provincial jail guard arrested and confiscation of firearms and ammunitions in Law Enforcement Operation for Violation of Omnibus Election Code

PAGADIAN CITY, Zamboanga del Sur (May 12, 2018) – At least 69 detainees/inmates, 5 Provincial Jail Guard and 1 security guard were arrested and confiscated 13 assorted firearms with ammunitions by the combined Police operatives led by the Criminal Investigation and Detection Group (CIDG) Saturday at 8:00 in the morning in a simultaneous law enforcement operation, Police Official said.

CIDG Regional Chief Senior Supt. Armel Gongona in a press conference  disclosed that the simultaneous operation conducted 8:00 in the morning at the at the Provincial Jail and Provincial Government Center Complex in Barangay Dao in this city following directives to conduct inspection to all jail facilities in Region 9 to be implemented in all provincial, city and municipal jail.

The operation participated also by the 5th Special Action Battalion PNP-SAF, Regional Mobile Force Battalion 9, Regional Intelligence Unit 9, Zamboanga Del Sur PPO, Police Provincial Mobile Force Company, Regional Special Operation Group of Regional Intelligence Division 9, CIDG Official said.

PSSupt. Gongona said the operation led to the arrest of several detainees were believed escapees and staying inside the compound of Provincial Government Center Complex utilized as Private Armed Groups (PAG’s). They were charged for Violation of Article 223 and 157 of Revised Penal Code and Violation of RA 10591 in relation to Omnibus Election Code Law.

Based from the information, the detainees/escapees were utilized as utility workers inside Dao’s Governor Quarters located at Barangay Dao of this city and at the same time gun for hire led by Samuel Parantar Tormis @ Commander Tormis, PSSupt. Gongona added.

Arrested persons were immediately brought to CIDG-Zamboanga Del Sur provincial office for documentation and proper disposition.

Governor Antonio Cerilles during his press conference this morning denied that the arrested inmates are escapees. He explained that the inspection of the Provincial Government Center Complex is not raid. 

The governor also questioned the arrest of 69 inmates inside the Governor’s Quarter because Governor’s Quarter is the Extension of Provincial Jail thru the implementation of Sangguniang Panlalawigan Resolution Number 2016-1133 “Establishing the Provincial Jail Extension at the Provincial Government Complex in Barangay Dao of this City

The reason of the SP Resolution was approved establishing the Jail extension at the Governor’s Garden inside the Provincial Government is to accommodate some inmates due to the space problem of the Provincial Jail Building that can only accommodate 300 inmates and presently the total inmates population is 700, Gov. Cerilles disclosed.

It was observed that some media/reporter were held by the police personnel at the gate entrance of the Provincial Government Center Complex and not allowed to enter inside to cover the inspection/raid.
