DIPOLOG, ZAMBNOANGA DEL NORTE  – More or less 1 thousand residents affected by the flash flood in Brgy. Guinles and Conacon both from Municipality of Polanco in Zamboanga del Norte was successfully rescue to the safe area by the army troopers of the 101st Brigade on Thursday at 6:30 in the morning, January 31, 2013.

Commander of the 101st Brigade Col Amadeo Azul Jr said the flash flood incident has reached to 3 feet deep due to the heavy rains in the said area that happened since Wednesday evening up to Thursday morning, January 30-31, 2013.

PAGADIAN CITY - Unang higayon nga ang buhatan sa Bureau of Internal Revenue (BIR) ang nag-unang tax collection agent nga buhatan sa kagamhanan ang nakapahigayon ug pagkulekta sa kinatibok-ang kapin sa (Php1 trillion) Usa ka Trilliones ka pesos sa miaging tuig 2012. Kini ang unang higayon nga nakahimo sa pagkolekta sulod sa kapin sa 100 ka tuig sukad nga namugna ang buhatan sa BIR.

Matud pa ni BIR Revenue District Officer (RDO) Attorney Nasrollah Conding nga niining tuig 2013 ilang gipaninguha nga makahimo sila sa pagkulekta sa sobra sa ilang nakulikta sa miaging tuig 2012.

Dinhi sa lalawigan sa Zamboanga del Sur ug sa dakbayan sa Pagadian, ang buhatan sa BIR RDO No.92 gitahasan nga mohimo sa pagkulekta alang nining tuiga sa kantidad nga Php836 milyones ka pesos kun mitaas sa 28% porcento gikan sa ilang target collection nga Php600 milyones ka pesos sa miaging tuig 2012, dugang pamahayag ni RDO Atty. Conding.

Illegally Cut Logs Confiscates by the joint Gov’t Operatives

TUBOD, LANAO DEL NORTE – A total of twenty-seven (27) round logs of different species was confiscated by the joint government operatives led by the Community Environment Natural Resources Officer (CENRO) on Wednesday at 2:00 o’clock dawn, January 30, 2013 in Tubod, Lanao del Norte.
 
2nd Mechanized Brigade Commander Col Ricardo Jalad in his reports to the Army’s Premier Infantry (Tabak) Division said, the combined personnel from Philippine National Police both of Lanao del Norte and 35IB under the operational control of 2nd Mechanized Brigade led by the CENRO successful confiscated twenty-seven round logs of assorted species found at the sawmill owned by a certain Eddie Solatorio due to the absence of legal documents while conducting anti-illegal logging operations at Purok 5, Brgy Malingao, Tubod, Lanao del Norte.

TAMBULIG, ZAMBOANGA DEL SUR – A member of Local Communist Movement NPA finally voluntarily surrendered to the CAFGU Detachment of Alpha Company, 5IB under the operational control of 55th Infantry Battalion on of Tuesday at 11:30 in the evening of January 29, 2013 following the on going Bayanihan Team Operations.

Commanding Officer of the 55IB LTC Rommel Almaria identified the surrendered NPA as a certain Alex Dungog also known as (AKA) Ronald, 28 years old belong to the Section committee (SECCOM) JOJI of Western Mindanao Regional Party Committee. Ronald surrendered without firearm to a CAFGU Detachment at Tambulig, Zamboanga del Sur under the operational control of his battalion, LTC Almaria said.

Bishop wants transparency bill passed quickly

Bishop Broderick Pabillo, chairman of the social action secretariat of the bishops’ conference, today joined calls for the Freedom of Information Bill to be passed immediately in Congress.

The bill, if it becomes law, will force government agencies to disclose information on public interest transactions, documents and records.

The prelate said its passage and the enforcement of its proposed measures will be “a great service to the people.”

He said it will empower the poor with a new tool of information that “will promote social justice by giving the opportunity for social auditing towards the pursuit of the common good. We join the different sectors who continue to push for the passage of the FOI Bill.”

Supporters of the National Land Use Bill (NLUA) could not help utter dismay and irritation at the Senators’ bickering over the unequal distribution of additional funds that was released by Senate President Juan Ponce Enrile last December 2012.

“We grow more and more anxious for the fate of NLUA. This important bill has been languishing in Congress for more than two decades now and it is now being put on hold, along with other important laws, over an ill-timed scandal,” exclaimed Campaign for Land Use Policy Now! DENR-9 DISTRIBUTES NEW MOTORCYCLE UNITS WORTH P2.683M

Adorable has ended the year 2012 with the blessing and turn-over ceremony of motorcycle units of Honda XRM-125 worth P2.683M which were acquired through the Forest Management Services (FMS) to intensify their forest protection activities and boost the implementation of the National Greening Program (NGP).

PAGADIAN CITY – The Department of Environment and Natural Resources (DENR) – Region IX in Zamboanga Peninsula together with their partners in the implementation of the National Greening Program (NGP) deserve an accolade for achieving the 98.74% accomplishment in terms of plantation development and 100.19% for seedling production/procurement for Calendar Year 2012.

As per record of accomplishment furnished by the Regional NGP Focal Person Forester Melvin F. Sarcauga to the Regional Public Affairs Office (RPAO), a total of 3,143,294 high quality planting materials (seedlings) were outplanted to 6,078.90 hectares of denuded forest lands, mangrove and protected areas, ancestral domains, civil and military reservations, urban areas under the greening plan of the local government units (LGUs), inactive and abandoned mine sites and other suitable lands.

There are no longer any journalists or cyber dissidents in the jails of the old military dictatorship. Legislative reform has only just begun but the steps already taken by the government in favour of the media, such as an end to prior censorship and the permitted return of media organizations from exile, are significant steps towards genuine freedom of information.

PAGADIAN CITY – The joint Government troops belong to the Charlie Company of 44th Infantry Battalion and Special Forces Company under the 6th Special Forces Battalion while aboard 2 speed boats conducting a seaborne patrol encountered at least 5 heavily armed men believed to be a members of pirates aboard a pump boat operating at the high seas of Margosatubig, Zamboanga del Sur and Malangas, Zamboaga Sibugay Monday at about 10 o’clock in the morning, January 28, 2013.

DOLE-9 gets more budgets for 2013

PAGADIAN City – The Department of Labor and Employment (DOLE) Region 9 allocated at least Php29 million for the implementation of this year Special Program for the Employment of Students (SPES), Labor Regional Director Sisinio B. Cano said.

“Because of our significant accomplishments in 2012 our fund allocation for our projects has been augmented, such that our program on SPES was increased from P19 million last year to P29 million this year, an increase of P10 million,” Cano told the reporters during the press conference held recently.

DOLE also get Php10.2 million Budget increase for livelihood assistance program from Php7 million budgets last year. The said funding will be equally distributed to the different congressional districts in the entire Zamboanga Peninsula, DOLE Regional Director added.

Military intercepts 12 High powered Firearms at Checkpoint

MARAWI CITY – A total of 12 high powered firearms with ammunition were intercepted by the military belong to the 65th Infantry Battalion and apprehended two persons  on board a sports utility vehicle while conducting a COMELEC gun ban check point operations at Marawi City Wednesday night January 23, 2013.

65IB Commander LTC Ralph-Raul Sespeñe said that the government operatives initially observed the said vehicle with no plate number to be apparently evading the checkpoint at Brgy Datu Saber of said city. When the soldiers flagged it down, it yielded in plain view one Minimi 5.56mm rifle with the passenger. Upon further visual search inside the vehicle, it yielded more guns or a total of 12 high powered firearms with ammunition as follows:

PAGADIAN CITY – Three members of the New people’s Army (NPA) were killed, and 3 high powered firearms were recovered by the government troops while 3 members of 14th Scout Ranger Company (14SRC) were wounded during the encounter recently at Sitio Maimbong, Brgy. Mati in the municipality of Tigbao, Zamboanga del Sur at about 2:45pm Wednesday, January 23, 2013.

The troops of the 4th Scout Ranger Battalion (4SRBN) under operational control of 102nd Infantry Brigade were on patrol when they chanced upon and engaged more or less eighty (80) NPAs, Col Gerardo Barrientos Jr, the Commander of the 102nd Infantry Brigade in his report to the headquarters of the 1st Infantry (Tabak) Division.

7 Soldiers wounded in Basilan ambushed

PAGADIAN CITY – A total of 7 soldiers from the team of 12th Scout Ranger Company under the 4th Scout Ranger Battalion, based in Brgy Bohe Suyak, Ungkaya Pukan, Basilan Province were wounded after they were waylaid by a group of lawless elements believed to be members of Abu Sayyaf Group (ASG). 

The said incident happened at the junction of Sitio Amaloy in Brgy Bohe Pahu of said municipality when the team was on its way back to camp at about 7:40 in the morning of Tuesday, January 22, 2013. 

The government troops fired back to the attackers causing the enemies to withdraw after twenty (20) minutes exchange of fires. The incident wounded at least seven soldiers and undetermined numbers from the ASG as of this report.

Homemade bomb exploded along the side walk in front of Mhlullier in Mercado Street corner Quezon Avenue, Iligan City at 10:00 AM this morning, January 21, 2013.
 
Initial report from Jun Enriquez of Civil Society Organization-Forum for Peace (CSO-FP) Iligan said, the glass door of the pawnshop was damaged including the two vehicles, one owned by Philippine Drugs Enforcement Agency (PDEA) agent Jun Cabahug. Accordingly, Jun Cabahug was believed to be the target of the unknown suspect.

TAKE A STAND, DON'T COP OUT ON FOI

IT IS the season of elections and all political parties and candidates are wont to spin a slew of promises yet again in their drive for votes. 

But before they start courting voters yet again, the first order of business is this: Political parties and candidates must deliver on a promise they’ve made in elections past by taking and making known their party and personal stand on the passage of the Freedom of Information (FOI) bill.

Over the last 15 years, from the 11th to the 15th Congress, the FOI bill has been stuck in the legislative wringer for lack of clarity and coherence in how lawmakers and their political parties stand on the issue. Even as President Aquino himself as a candidate in May 2010 had promised to push the FOI into law, members of his ruling Liberal Party and its allies in the majority coalition of the Nacionalista Party, the Nationalist People's Coalition, and the National Unity Party, have separately come out as either the most ardent champions or the most strident critics of the FOI bill.

The Campaign for Land Use Planning Now! and the Office of Senator Gregorio Honasan II, will be staging a photo exhibit entitled Yuta: Limitadong Kabtangan (Land: A Limited Resourceon January 21-31, 2013 at the Senate of the Philippines.

Exhibit opening and ribbon cutting will be held today, Monday, January 21, 2013, 2:00 pm at the 2nd Floor Senate Hallway, Senate of the Philippines GSIS Building, Roxas Boulevard, Pasay City and will be attended by Senator Gregorio Honasan II, sponsor of Senate Bill 3091 or the National Land Use Bill.

Working on the desire to finally pass into law the National Land Use Act, the exhibit seeks to raise awareness and underscore the importance of the land use issue in the Philippines.

Philippines: Red Cross provides aid for 280,000 typhoon survivors


The ICRC and the Philippine Red Cross are continuing their effort to help the victims of Typhoon Bopha (locally known as Pablo).

More than a month after the typhoon swept away communities in eastern Mindanao and left more than 1,800 people dead or missing, needs are still immense. In the areas hardest hit, in Davao Oriental province, almost 95 per cent of the roads, houses and crops have been destroyed. The ICRC and the Philippine Red Cross worked hard to respond to the emergency as it occurred, and are now attending to food, clean water, shelter, health care and other needs with the aim of helping people resume their normal lives.

The Proclamation No. 535 was issued by the President of the Republic of the Philippines Benigno Simeon Aquino III through his Executive Secretary Paquito Ochoa, Jr. making Pagadian City a special non-working day after its weeklong celebration of “Pasalamat Festival” that will be culminating on Monday.

The “Pasalamat Festival” is an annual event to highlight the observance of Parochial Fiesta of Saints Patron Senior Sto. Nino every 3rd Sunday of January introducing different kind of activities that will give color to the celebration like street dancing, regatta, fluvial parade and other variety shows at the city plaza.

PAGADIAN CITY - Posibleng pansamantalang ipasara ang Pagadian City Airport kung sakaling ituloy ang planong pagbarikada ng mga may-ari ng portion ng runway para sa kaligtasan ng mga pasahero, ito ang sinabi ni Airport Manager Jose Budiongan nang Department of Transportation and Communications (DOTC).

Aniya pa ni Budiongan na wala siyang magagawa kung sakaling sakupin na ng may-ari ang portion ng runway pagkatapus na pinaboran na nang korte sa hukom nito ang pagmay-ari nang pamilyang Taug Boto sa presentasyon ni Sominal A. Taug.

Napag-alaman na umaabot na sa mahigit (13) labing tatlong taon ang pagdining ng nasabing kaso na inihain nang pamilya Datu Lucas Taug Boto.

What an incredible way to start 2013! Thanks to you and thousands of others who signed my petition, the child survivors of Typhoon Pablo are now getting the much needed medical attention that had become scarce after the devastation.

Like you, I was distressed by TV reports of children dying with no access to basic medical supplies and facilities after the typhoon. This compelled me to start a petition on Change.org asking Mercury Drug to be a hero, as they were for the victims of Typhoon Ondoy.

Abellar formally assumed command today January 14, 2013 to replaced OIC PD P/Senior Supt. Romeo Uy after relieved from his office for his new assignment.

P/SSupt Abellar arrived at ZSPPO Camp Abelon on Saturday January 12, 2013 after he received his designation as OIC PD in ZSPPO from the newly assumed Regional Director P/CSupt Juanito B Vaño,Jr. of the Police Regional Office 9.

PAGADIAN CITY – The exhibition of tricycle drivers by running their vehicle using only two wheels with sidecar up was the center of attraction during the successful celebration of the 5th year Tricycle Operators and Drivers Day (TOD Day) here in Pagadian City.

This kind of exhibition is being seen only in Pagadian City as their added attraction to support the local tourists destination project of the city government. To mark this year’s celebration, a motorcade will be conducted after a short program at Plaza Luz stage followed by a raffle draw, parlor and bingo games by SMART communications company, a local live band performance, a modeling presentation of local beauties and a fellowship party with their families.

This Resolution shall take effect on the seventh (7th) day after its publication in two (2) daily newspapers of general circulation in the Philippines.

The Education and Information Department, this Commission, shall cause the publication of this Resolution and shall furnish copies thereof to all Regional Election Directors, Provincial Election Supervisors, Election Officers, and all Departments, Bureaus, Offices and Agencies concerned, including the Department of Foreign Affairs and other government agencies maintaining offices abroad.
