NCIP recommends reinstatement of IP representative to Pagadian City Council

PAGADIAN CITY, Zamboanga del Sur, Sept. 22 (PNA) – The National Commission on Indigenous Peoples (NCIP) has recommended the reinstatement of Timuay Langhap Rio Olimpio Lingating as the Indigenous Peoples Mandatory Representative (IPMR) to the City Council.

NCIP Regional Director Woy Lim Wong said Monday the recommendation came after the fact finding team the agency has created which has completed its investigation over the termination of Lingating as the IPMR to the City Council brought about by the alleged withdrawal of support by the Indigenous Peoples (IPs).

Wong said they have also recommended the local government to honor the validity of the Certificate of Affirmation (COA) issued by the NCIP and the Certificate of Recognition (COR) issued by the Department of the Interior and Local Government (DILG).

Likewise, Wong said they have recommended to the NCIP central office for the Commission to pass an en banc resolution addressed to the DILG to compel compliance on the part of the city government.

Zambo Sur town hosts Organic Leadership for Southeast Asia

DUMINGAG, Zamboanga del Sur, Sept. 22 (PNA) – A total of 26 farmers and community leaders coming from 13 Southeast Asian countries are presently undergoing a week-long Organic Leadership Course for Southeast Asia (OLC-SEA) in this municipality.


The participants of the week-long OLC-SEA hands-on study arrived here Saturday.

The field study, which ends September 28, is being spearheaded by the International Federation of Organic Agriculture Movement (IFOAM).

Municipal Administrator Richard Butch Cabilan said Monday the week-long field study is part of the OLC-SEA 2014-2015 Class.

Cabilan said the participant, after the field study, will return to their respective countries for their Webinar classes and community activities. They will graduate from the course next year and the graduation ceremony will be held in Thailand.

PAGADIAN CITY, Zamboanga del Sur (Sept. 19, 2014-MPF News) --- The Chief of Police of Buug Municipal Police Station had order to release the 5 arrested suspects of abduction after the victim manifestation no to file a formal complaint against them.

was released yesterday after the victim Alnaifa Salipada, 26, an Administrative Aide III at the Mindanao State University (MSU) extension in Buug town did not file a formal complaint.

Bael said that that there has no reason to pursue the case against the suspects thus they were all released from the custody of Buug Police Station as well as the one (1) unit Toyota Innova after thorough verification of pertinent papers of the vehicle & drivers license.

Based on the manifestation of the victim that she will not file a formal complaint against the suspects who are her sister, brothers and cousins and considered the incident as mere misunderstanding between the families based on the customs and traditions of the Muslim beliefs.

Investigation showed the motive of the incident that the suspects abducted Salipada since they are against the victim’s relationship with her boyfriend, who is from Buug town.

Instead, they wanted the victim to marry a man her parents have made an arrangement with in their hometown in Ganasi, Lanao del Sur that the victim was against the parental agreement thus alleged abduction/taking of their sister ensued.

The suspects seized the victim while she was at a used clothes shop in Barangay Poblacion, Buug, Zamboanga Sibugay Wednesday noon and forced her to board an Asian Utility Vehicle (AUV) that sped towards Pagadian City.

The authorities have rescued a university staff and arrested five suspects several minutes in the neighboring town of Tigbao, Zambhoanga del Sur after they abducted the victim in the nearby Municipality of Buug,

TIGBAO, Zamboanga del Sur, Sept. 17 (PNA) -– The authorities have rescued a university staff and arrested five suspects several minutes after they abducted the victim in the nearby Municipality of Buug, this province, a top police official announced Wednesday.

Local police chief Senior Insp. Norbert Velonza said the victim’s rescue came after coordinated pursuit operations were launched just after incident was reported to them.

Velonza identified the rescued victim as Alnaifa Salipada, 26, an Administrative Aide III at the Mindanao State University (MSU) extension in Buug town.

Velonza said investigation showed the suspects seized the victim while she was at a used clothes shop in Barangay Poblacion, Buug.


The suspects forced her to board an Asian Utility Vehicle (AUV) that sped towards Pagadian City.

Ejercito made the announcement Wednesday as the guest speaker in the culmination of the week-long 62nd founding anniversary of this province. 

Ejercito said his programs include the implementation of infrastructures like the Mindanao railway system that will help boost the economy of Mindanao; solution of Mindanao’s energy problem; and the peace and order condition.

The search for Miss Zamboanga del Sur is one of the highlights of the weeklong celebration of the 62nd Founding Anniversary that culminates Wednesday (September 10-17) at the same time the Birthday of the First Lady of the province, the congresswoman of the 2nd congressional district of Zamboanga del Sur.

Man caught in possession of bomb-making materials in Zambo Sur charged




ZAMBOANGA CITY, Sept. 19 (PNA) -– The police have filed criminal charges against a man found in possession of bomb-making components before the Provincial Prosecutor’s Office in the province of Zamboanga del Sur, a top police official reported Friday.

Charged was Joel Sumagop, 36, a resident Purok 3, Barangay Saad, Dumingag, Zamboanga del Sur.

PSC, Zamboanga del Sur ink MOA to establish Sepak Takraw training center

PAGADIAN CITY, Zamboanga del Sur, Sept. 17 (PNA) -– The Philippine Sports Commission (PSC) and the provincial government have signed a Memorandum of Agreement (MOA) for the establishment of a training center here for Sepak Takraw’s Philippine Team.

The MOA was signed during the recent Batang Pinoy-Mindanao Leg in this city. The signatories were Gov. Antonio Cerilles and PSC Commissioner Jose Luis Gomez.

The provincial government will provide two housing units to house the Philippine Team members of Sepak Takraw as well as free use of the sports facilities in Barangay Dao, this city, as stipulated under the MOA.

PRO-9: scalawags have no place in the PNP

ZAMBOANGA CITY, Sept. 17 (PNA) – Regional police director Chief Supt. Edgar Basbas has declared that scalawags “have no place in the Philippine National Police (PNP).”

Basbas made the declaration Wednesday as he warned policemen involved in illegal activities that “it’s time for them to stop it before it’s too late.”

Basbas’ declaration came after policemen from other regions were found to be involved in illegal activities such as the so-called “hulidap.”

Basbas said they will never tolerate and condone any policemen involved in illegal activities stressing “they have to face the consequences.”

“They have no place in the PNP. Once we will catch them, we will do everything to get rid of them,” Basbas stressed.

PAGADIAN CITY, Zamboanga del Sur, Sept. 16 (PNA) -- Combined police and Philippine Drug Enforcement Agency (PDEA) operatives have arrested two soldiers in a drug buy-bust operation in this city, a top police official announced Tuesday.

Provincial police director Senior Supt. Sofronio Ecaldre identified the arrested soldiers as Corporal (Cpl.) Ryan Depuno and Private First Class (PFC) Silvano Jenisan, both members of the Philippine Marines assigned in Cotabato City.

Ecaldre said the two suspects were arrested in a drug buy-bust operation near a pension house around 5 p.m. Monday along Padpad Road, Barangay San Jose, this city.

PAGADIAN CITY, Zamboanga del Sur (Sept. 16, 2014-MPF News) --- General Santos City got first with 43-gold, 35-silver and 29-bronze in the recently concluded Batang Pinoy Qualifying Mindanao Leg 2014 held at the Provincial Government Center, Dao Pagadian City, Zamboanga del Sur last September 10-14, 2014.

Zamboanga City got 2nd placer with 43-gold, 31-silver and 37-bronze while Davao City got 3rd with 36-gold, 23-silver and 27-bronze; Iligan City got 4th with 18-gold, 24-silver and 23-bronze and the 5th is Davao del Norte with 18-gold, 5-silver and 16-bronze.

GenSan gathered gold in swimming with 12-gold got the highest in Muaythai and in and Boxing with 9-gold, 7-gold in Athletics, 3-gold in Dance sport and 1-golod for Wrestling, Table tennis, and Arnis.

Zamboanga City got the highest in Karatedo with 11-gold, 10-gold in Wristling, 6-gold in weightlifting, 5-gold in Swimming, Muaythai and Archery and 1-gold in Athletic.


Davao City got the highest in Swimming with 13-gold, 9-gold in Dancesport, 4 in Karatedo, 2-gold in Chess, Basketball, and 1-gold for Athletic, Badminton, Lawn Tennis, Taekwondo and Softball.

PAGADIAN CITY, Zamboanga del Sur, Sept. 15 (PNA) -– Two policemen from the nearby Zamboanga Sibugay province are in hot water as criminal charges have been filed against them after they allegedly held a college student against her will.

Charged Monday before the Zamboanga Sibugay Provincial Prosecutor’s Office for violation of Republic Act 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002, qualified human trafficking, and serious illegal detention were Police Officer 2 (PO2) Bederi Gani and PO1 Julkaiser Sali.

Insp. Raul Clavecilla, chief of police in Ipil, Zamboanga Sibugay said that a case of rape has also been filed against Gani.

Clavecilla said Gani is assigned in the Municipality of Siay while Sali in Malangas town, both in Zamboanga Sibugay but have gone absent without official leave (AWOL).

PAGADIAN CITY, Zamboanga del Sur (Sept 15, 2014-MPF News)) --- The joint forces of Police Provincial Intelligence Branch (PPIB), Provincial Anti-Illegal Drugs Special Operations Task Force (PAIDSOTF), Bayog Municipal Police Station and the Philippine Drug Enforcement Agency (PDEA) successfully arrested the brother of incumbent Vice Mayor of of the nearby municipality of Bayog, of this province for illegal drugs trade, Police Official said Monday.

Zamboanga del Sur Police Provincial Director Senior Sofronio Ecaldre identified the arrested suspects as Julito Aragon Matias aka Dungol.

Ecaldre said Matias was arrested during the buy-bust operation on Saturday at 12:30 noon after he agreed to sell and deliver to a PDEA agent acted as poseur buyer of one heat sealed transparent plastic sachet containing white crystalline substance locally known as shabu in exchange for Php500.00 buy-bust money with an estimated weight of 0.01 gram.

PAGADIAN CITY, Zamboanga del Sur, Sept. 12 (PNA)–- Police and military forces have launched an operation in a bid to rescue a Chinese national seized by gunmen believed to be kidnappers in the province of Zamboanga Sibugay, a military official said.

Army’s First Infantry Division Public Affairs Officer-in-Charge Capt. Franco Suelto identified the victims as Li Pei Zhei 18, the sales manager of a ready-to-wear outlet in Kabasalan, Zamboanga Sibugay, known as the Kabasalan sales center.

The victim is a resident of Sindangan, Zamboanga del Norte.

PAGADIAN CITY, Zamboanga del Sur, Sept. 12 (PNA) -– The provincial government has honored six policemen and 24 soldiers in recognition to their contribution in the maintenance of peace and order in this province.

The awarding ceremony, which was led by Gov. Antonio Cerilles, was held Thursday during the Peace and Order night of the week-long celebration of this province’s 62nd founding anniversary.


The six policemen who were named as Most Outstanding Law Enforcers are the following: Senior Insp. Heidel Te-elan; Senior Police Officer 3 (SPO3) Jimmy Guervara; SPO1 Dexter Dalena; SPO1 Allan Zamora; Insp. Herminigildo Bajao, Jr.; and, PO3 Rogelio Hortillas, Jr.

Groups support Santiago’s resolution against toxic waste dumping in PHL; calls for Basel Ban Amendment ratification intensified

16 September 2014, Manila – Environmental justice group BAN Toxics (BT) and the Ateneo School of Government (ASoG) announced their emphatic support for the resolution filed by Sen. Miriam Defensor-Santiago calling for proactive measures to prevent toxic waste from other countries being dumped in the Philippines.

The resolution also calls for the ratification of the Basel Ban Amendment, an amendment to the Basel Convention, which bans the transboundary movement of hazardous wastes from developed to lesser developed countries that are destined for disposal or recycling.

“Once again Sen. Miriam is leading the charge on this issue. Sec. Paje and the DENR establishment should be ashamed.  Back in 2007 during the Japan-Philippines Economic Partnership Agreement joint committee hearing, she recommended the ratification of the Basel Ban to the DENR. 7 years later, she’s still at it and the DENR still has its head stuck in the sand,” stated BT executive director Atty. Richard Gutierrez.

BT and ASoG released a study entitled Demystifying the Impacts of a Basel Ban Amendment Ratification by the Philippines[i] last March, which dispels the major concerns of industry and other sectors that the ratification of the Ban Amendment will have adverse impacts to the Philippine economy.

Manila (ICRC) – Thousands of young children from displaced families in Zamboanga City will be immunized against measles, rubella and polio from September to October, with the aid of the International Committee of the Red Cross (ICRC).

The ICRC, together with the Philippine Red Cross, has been supporting the primary health-care activities of the Zamboanga City Health Office, including the mass immunization of children aged 0-5 years, under the nationwide campaign to protect an estimated 11 million children from measles and rubella, as well as polio.

“Through this support, children of displaced families will be fully covered by the campaign,” said Beatriz Karottki, the ICRC’s health coordinator in the Philippines. “This support is part of our continued assistance to displaced persons in Zamboanga, which includes improving the health of vulnerable groups like infants and young children.”

PAGADIAN CITY, Zamboanga del Sur, Sept. 10 (PNA) -– The week-long celebration of the 62nd founding anniversary of this province kicked-off Wednesday simultaneously with the opening of the Batang Pinoy-Mindanao Leg in this city.

The celebration started with a parade through this city’s main thoroughfares that was participated in by local and national government officials as well as athletes from all over Mindanao.

Provincial Information Officer Marivic Jongco said several artists are coming to add extra excitement to the celebration of the 62nd Araw ng Zamboanga del Sur.


Jongco said the artists who are coming here are singers-composers Jaime Rivera and Marco Sison, pop singer Haji Alejandro and his daughter pop star Rachel Alejandro, singer-comedienne Norman Mitchell, artist Pinky Marquez, and guest performer Bimbo Cerrudo.
