PUALAS, LANAO DEL SUR The three days Youth Leadership Summit (YLS) with the theme: “Building Communities of Peace through Youth Empowerment and Solidarity” was successfully conducted by 51st Infantry Battalion of the Army’s premier Division in partnership with the Department of Education of the Autonomous Region in Muslim Mindanao (DepEd-ARMM). 

The YLS were participated by at least 90 high school students from the 9 municipalities of Lanao del Sur was done at Barangay Talambo in the municipality of Pualas, on November 27 to 29, 2012 to promote and enhance the culture of peace, values orientation, sports skills, and leadership qualities and strengthen nationalism among the participants.

In an email correspondence with the Tourism Attache for East and Western China Gerry Panga who was unable to join the group due to flu said, "All very happy and deeply impressed. Pati si Congen napa-dive first time (Even Consul General dived for the first time)!"

Philippines: Analysis Finds Major Problems in Cybercrime Law

MANILA, PHILIPPINES - Immediately after it was passed on 12 September 2012, the Philippines’ Cybercrime Prevention Act was met with a flurry of legal challenges from journalists and civil society organisations in the Philippines. An Analysis released today by the Centre for Law and Democracy confirms and supports their concerns, finding that the law perpetrates significant violations of international standards on freedom of expression.

“There is a widespread tendency for lawmakers to seek to apply rules to the Internet which fail to take into account its unique nature, thereby violating freedom of expression online,” said CLD Executive Director Toby Mendel. “It is possible to address legitimate concerns in a way which protects the free flow of information online; unfortunately, this law fails to do that.”

DENR-IX CONDUCTS FOREST FIRE MANAGEMENT TRAINING

PAGADIAN CITY - Fire is said to be both friend and foe but for forestland managers it is considered as the number one destructive element in the destruction of forests resulting in enormous economic losses because of destroyed timber, burnt houses, high costs of fire suppression, damage to the environment, and loss of life and livelihood.

Thus, the Department of Environment and Natural Resources (DENR) through the Forest Management Services (FMS), Region IX, recently conducted a three-day Training of on Forest Fire Management for Community-Based Forest Management (CBFM) areas with National Greening Program Projects (NGP) within Zamboanga Peninsula in two batches namely in Polanco, Zamboanga del Norte and at Farmers Haven Hall, Dao, Pagadian City respectively and was attended by selected CBFM Coordinators, Peoples Organization Officers, DENR IX NGP focal persons and FMS personnel region wide.

Gov’t hopeful to complete peace agreement with MILF by December

MANILA, Philippines - The Office of the Presidential Adviser on the Peace Process announced government is hopeful that a comprehensive peace agreement with the Moro Islamic Liberation Front (MILF) will be completed by December this year.

In a joint closing statement, Chief government peace negotiator Marvic Leonen and his counterpart, MILF chief negotiator Mohagher Iqbal, said the latest round of talks in Malaysia “ended in a positive note.” 


Leonen said he remained confident that the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) would be able to complete the three annexes of the Framework Agreement on the Bangsamoro (FAB) by the end of the year even as the 33rd GPH-MILF Formal Exploratory Talks closed in Kuala Lumpur, Malaysia.

Comelec accredits PPCRV for May 2013 elections

MANILA, PHILIPPINES Nov 24 (PIA) - The Commission on Elections (Comelec) has accredited the Parish Pastoral Council for Responsible Voting (PPCRV) as its citizen’s arm for the May 2013 national and local elections.

“The Commission recognizes PPCRV as one of the organizations which has established its membership and structure all over the Philippines and has demonstrated its capacity to promote public interest,” Comelec spokesperson James Jimenez said in a statement.

Philippines: seminar looks at prison overcrowding

Geneva/Manila (ICRC) – Prison managers from nine countries discussed overcrowding in prisons during the Asia-Pacific Seminar on Correctional Management in Manila on 20 and 21 November.

The seminar focused on what overcrowding really means, how to mitigate its effects and how to involve the whole criminal justice system in finding solutions. Participants also looked at the role of prison administrators.

Israel and the occupied territory: ICRC concerned about plight of civilians

The ICRC is concerned about the rise in the number of civilians killed or injured by hostilities in Gaza and Israel. “In recent days, intense fighting has had serious consequences for civilians in both the Gaza Strip and Israel,” said Juan-Pedro Schaerer, who heads the ICRC delegation in Israel and the occupied territories.

According to reports, hundreds of rockets have been launched from the Gaza Strip, resulting in casualties among Israeli civilians and the destruction of property.

MANILA, PHILIPPINES - Department of Interior and Local Government Secretary Manuel Roxas III announced on Wednesday that the promise of the President Benigno ‘Noynoy” Aquino III of a more transparent and participative government will be realized through the Bottom-Up Budgeting (BUB) process that is already being implemented in pilot  municipalities in the Philippines.

Speaking in front of around 250 non-government organizations during the 5th Congress and 20th year anniversary of the Caucus of Development NGO Networks (CODE NGO) held at the Ateneo de Manila University, Roxas said that citizen-government partnership should be encouraged through constructive engagement.

PAGADIAN CITY - Several months have passed, the Executive Order 79 which is purported to solve the alarming issues and concerns on mining, provide solution to the acrimonious debates about the mining industry and lead the people and industry towards a direction of development path for the Philippine society to take beyond these issues on mining, eventually did not take shape.

The already divided situation has aggravated and the seeming balancing act of Malacañang so far did nothing to avert the harm, destructions and violations to the aggrieved peoples and communities affected by mining activities. An amended IRR of EO 79 has been issued by DENR awaiting another round of debates again on the measure.

DOJ chief questions SC ruling vs coverage of massacre trial

MANILA, PHILIPPINES - The decision of the Supreme Court (SC) to prohibit live media coverage of the Maguindanao massacre trial has drawn flak from sectors that see it as a step backward in obtaining justice for victims of the carnage allegedly perpetuated by the Ampatuan clan.

Justice Secretary Leila de Lima yesterday questioned the SC ruling and described it as a “bad development” in what has been dubbed as the “trial of the century in the Philippine justice system.”

“With due respect to the SC, I personally feel that it’s not a good move, not a good development because the trial needs to be closely monitored by the people,” she told reporters.

Soldier Killed in Ambush

PAGADIAN CITY – Cpl. Anthony Bahala was on his way back to base in Guipos from Brgy Dalapan of the same town when ambushed by more or less 10 suspected armed rebels of the Western Mindanao Regional Party Committee (WMRPC).

ZAMBOANGA CITY – THE Kidnap for Ransom Group (KFRG) strikes again and kidnapped a 49 year old teacher-business woman in Zamboanga City on Tuesday night, November 13, 2012 at her residence in Purok 5, Brgy. Labuan, Zamboanga City.

In a police report said, the victim was forcibly abducted by four unidentified armed men and brought towards a waiting gateway motorized pump boat at the nearby shore. The perpetrators and the victim were reported to have headed towards the municipality of Sibuco, Zamboanga del Norte. 

A grade school principal was shot dead

ZAMBOANGA CITY - A grade school principal was shot dead outside a church in Bongao, Tawi-Tawi on Tuesday evening, November 14, police said.

Killed was Ponchita Francisco, OIC principal of the Mindanao State University Grade School.

Supt Rodelio Jocson, Tawi-Tawi provincial commander, said Francisco was shot by a lone assailant at around 6 pm right outside the Our Lady of the Most Holy Rosary Parish in the capital Bongao.

She was rushed to a nearby hospital but was declared dead on arrival. A bystander was also hurt in the incident.

The gunman fled on board a motorcycle, Jocson added.

Francisco was promoted to the position only last June. Police said they also considered the angle of jealousy due to her promotion.

CAGAYAN DE ORO CITY – The Tribal Communities Association of the Philippines (TRICAP) Attacked the Natiuonalo Commission on Indigenous people (NCIP) on their inefficiency in terms of  services nationwide and the Commission on Election (COMELEC) for disqualifying the Indigenous People’s (IPs) Party List during the 3rd National Tribasl Leaders Congress and the 15th Anniversary of Indigenous People’s Rights Act (IPRA Law of 1997).

MATLING, MALABANG, Lanao del Sur – At least fifteen (15) vehicles and one hundred fifty (150) commuters coming from Zamboanga Peninsula, Pagadian City, Marawi City and Iligan City were accommodated to stay overnight at the Battalion Headquarters  after they were stranded and rescued by the Army troopers of 51st Infantry Battalion yesterday afternoon. The unit offered its facilities and soldiers offered their personal bedding/ hammocks (duyans) to the stranded commuters as a sign of hospitality. 

The heavy downpour of rains started at around 12:30 in the afternoon on November 11, 2012 that caused flash flood along the Narciso Ramos Highway (NRH) particularly at Brgy BPS Village and Bago-Ingud both of Malabang Lanao del Sur.

Power body moves to ensure enough electricity in Mindanao by 2013

DAVAO CITY - As Mindanao braces for the worst in 2013 when increased demand for power is aggravated by supply shortfall, efforts are being exerted to ensure the situation is addressed according to the Mindanao Development Authority (MinDA) which heads the Mindanao Power Monitoring Committee (MPMC).

“Mindanao is having a precarious power supply situation with average daily shortage of about 150-200MW since the start of 2012,” said Romeo M. Montenegro, MinDA director for investment promotion and public affairs, in a press briefing here Monday.

ZAMBOANGA CITY – Hinimok ngayon ng National Agriculture Fishery Council (NAFC) ng Department of Agriculture ang mga kabataan na kumuha ng kursong Agricultura na siyang magiging sagot sa posibleng kakulangan ng supply ng pagkain lalo na ng bigas sa ating Bansa.

Base sa pag-aaral sa NAFC na hindi lamang lumiliit ang lupaing sinasaka ngayon sa ating Bansa sa ginagamit ng mga Ddeveloper sa proyektong pabahay kundi karamihan wsa mga magsasaka ay hindi na interesado sa pagsaka.
