PH withdraws from ICC
The Philippines’ withdrawal from the International Criminal Court has taken effect.

Last year, President Rodrigo Duterte announced that he will pull the country out from the international court’s jurisdiction following a case filed against him for in relation to his violent anti-drug campaign.

The case was filed by lawyer Jude Sabio, who also represents self-confessed ‘Davao Death Squad’ hitmen Edgar Matobato and Arturo Lascañas. Matobato and Lascañas had previously admitted to killing people in Davao City under Duterte’s orders, when he was still city mayor.

In April 2017, Sabio submitted to the ICC a 77-page document on the killings, formally called by the tribunal as a "communication." This was followed by supplemental information from opposition lawmakers Senator Antonio Trillanes and Magdalo party-list Rep. Gary Alejano. They said over a thousand were killed by the so-called Davao Death Squad, while thousands more were killed in the war on drugs since Duterte became president.

A preliminary investigation was launched by ICC Prosecutor Fatou Bensouda.
The case on the Philippines’ withdrawal from the ICC is still pending at the Supreme Court.

Duterte, in his recent speeches, slammed Bensouda, and threatened to slap her if she would come to the Philippines.

He also recently said that he is willing to face a death sentence from the ICC for his alleged crimes. The ICC does not implement a death sentence, and instead has life imprisonment as its maximum penalty.

Should the ICC push with its investigation, Presidential Spokesperson Salvador Panelo said the government will not assist them. “Why will we cooperate when they have no jurisdiction?,” he said.

Critics of the withdrawal said that withdrawing from the ICC would leave the Philippines vulnerable to future attacks, including a possible invasion from China.

Senior Associate Justice Antonio Carpio said earlier that we cannot bring President Xi Jinping to the ICC if he invades PAGASA or build a military base in Scarborough shoal.

The Commission on Human Rights said that the withdrawal is a reversal of the country’s commitment to international treaty obligations. It also casts doubt on the government’s innocence in the recent spate of drug-related killings.

CHR Spokesperson Jacqueline Ann de Guia said in a statement that the task before the Philippine government is to show beyond words that it is willing to investigate, prosecute, and punish perpetrators of alleged extrajudicial killings linked to the government’s anti-drug war. The best way to move forward is to cooperate in ICC’s preliminary examination and demonstrate its commitment in ending impunity, rather than blocking avenues in seeking justice and perhaps reconsider its withdrawal from the Rome Statute as stronger sign of its dedication to the rule of law and human rights. PAGADIAN CITY, Zamboanga del Sur -- The local diocese welcomes new Diocesan Bishop Ronald Lunas, who was installed Monday at the Sto. Niño Cathedral here.

Lunas assumed the leadership of 76-year-old Bishop Emmanuel Cabajar who has already retired.

Metropolitan Archbishop Martin Jumuad from the Ozamiz Diocese led the installation witnessed by Apostolic Nuncio to the Philippines, Italian Archbishop Gabriele Giordano Caccia.

Lunas, the fifth Catholic leader in the local diocese, told local reporters he was still not comfortable being called bishop and still prefers to be called "Father Bong".

Bishop Cabajar said he was confident a new "shepherd" will be looking after the local diocese.

"You come here, you have seen the warm welcome from students along the way, that is the feeling of the Diocese," Cabajar told the new bishop, adding that he was confident the new leader could guide the faithful to "become better people".

The Interfaith Forum for Solidarity and Peace of this province, whose members include the indigenous Subanens and Muslims, also witnessed the installation of the new bishop.

The group was headed by Cabajar as the lead convenor, who said he wanted to pass on to the new bishop the leadership and advocacy on the harmony of the Muslims, Christians, and Subanens.

Lunas readily accepted the new role in the interfaith group, saying it has been the Vatican's call for Catholics to engage in inter-religious dialogues.

Cabajar who has served for almost 15 years in the city’s diocese, is set to go back to his Redemptorist home in Cebu City.

The installation of Lunas was witnessed by bishops, priests, deacons and other Catholic leaders from as far as Palawan, Davao, Mati, Iligan, Zamboanga, Dipolog, Ozamiz, Digos and Butuan.

Lunas was ordained as bishop last February 11 in Digos City and was chosen to take a position in the local diocese after Cabajar.

Lunas, who was born on November 27, 1966, and raised in Bala, Magsaysay, was ordained a priest for the Digos Diocese on April 7, 1992. He was assigned as parochial vicar at the Parish of the Immaculate Conception in Caburan, also in Davao del Sur.

Lunas finished his Licentiate in Sacred Theology at the Pontifical Gregorian University in Rome and became the first Professor and then Dean of the St. Francis Xavier Regional Major Seminary and later assigned as Chancellor of Digos.

He also became parish priest of San Isidro de Labrador in Davao City in 2008 and since 2013, served as the Episcopal Vicar for the Clergy, Member of the College of Consultors and of the Presbyteral Council.

Lunas also served as the parish priest of St. Joseph the Worker Parish in Sta. Cruz, Davao del Sur. (PNA)

Ebrahim: Let us promote Islamization of governance

To observe consultative and collective leadership in the Bangsamoro region, Al Hajj Murad Ebrahim, interim chief minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) promotes "Islamization of governance."

During the assembly in the villages of Gambar and Pagalugan in Kabuntalan, Maguindamao, Ebrahim noted that the "assembly is one way of following rules which many of us were ignorant of or not observed by all authorities."

“We will start the change from the top while you also help us start changing below.”

“We struggled to change our system of governance,” he said. Ebrahim added that following the creation of BARMM, a more difficult jihad is ahead of the Bangsamoro leadership. “We entered the system in order to change it from within.”

“We must accept the principle that governance must be exercised by the many, not few.”

Moral governance, according to Ebrahim, will be advocated by his administration.

Referring to Barangay Gambar, he said, “This was my hiding place before," while reminiscing his days of “going against the government.”

As the Chairperson of the Moro Islamic Liberation Front, Ebrahim together with his comrades entered into the peace negotiations with the national government that resulted to the passage of the RA 11054. He then reminded the Barangay captains who attended the event that the BARMM is a result of a long ‘struggle’.

The officials of the Bangsamoro Government are expected to undertake a bai a Qur’an (oath on the Qur’an) on their inaugural session on March 29, he said. “We started the jihad with oath before the Qur’an. This time, we will also take an oath before the Qur’an as we start our governance.”

He emphasized the importance of holding events that involve the participation of the stakeholders. ”This assembly is one way of following rules which many of us were ignorant of," he said. "We are here today to listen to you and to hear your suggestions so that we can resolve them altogether," he added.

"It is up to us  if we want our governance to improve. All our contributions matter here."

Meanwhile, after the assembly, the chief minister together with other ministers led the tree planting activity, ceremonial distribution of farm seedlings, and medical mission. (By JONG CADION with BARMM PR)

The intensified law enforcement operations and the drug war have direct bearing on the decrease in the shooting incidents registered region wide.
