ATM Statement on DENR recommendation to declare more mineral reservations



 Aug. 30, 2018

ATM opposes any move of the DENR to declare additional mineral reservation areas. Once an area is declared as a mineral reservation, the regular safeguards can be potentially set aside to fast-track the permitting and approval process for a mining project. These includes watering the down the FPIC process for indigenous peoples and over-riding the rights of LGUs to reject miningg applications.

A mineral reservation status can also lift the protected area status of watersheds and biodiversity areas. Mineral reservation status can also reverse the land use of prime agricultural lands and areas covered by CARP or agrarian reform.

We don't believe that additional revenues can be collected via mineral
reservations because these areas are also given additional incentives such as tax holidays.

DENR should prioritize the passage of a new fiscal (taxation) regime for mining industry, rather than push for more mineral reservations. (By Jaybee Garganera, ATM National Coordinator)

PNP seized 2 firearms in Law Enforcement


PAGADIAN CITY, Zamboanga Del Sur (Aug. 29, 2018)–The Joint PNP elements of Zamboanga Del Sur PPO, 2nd Mobile Company of Regional Mobile Force Battalion and Tabina MPS confiscated two firarms during nthe conduct of simultaneous implementation of Search Warrants in Tabina municipality of this province Tuesday,  August 28 at about 6:30am, police official said.

Police Regional Office 9 PIO Chief PCINSP Helen l, Galvez disclosed that the operating team implemented three Search Warrants:
Numbers 18-009 for Violation of R.A. 9516 and 18-010 for Violation of RA 10591 against Merhan Cariete Cangmawong,
18-011 for Violation of RA 9516 and 18-012 for Violation of R.A. 10591 against Ruperto Parame Isanan, Jr., and,
18-015 for Violation of R.A. 9516 and 18-016 for Violation of R.A 10591 against Juan Rosalijos Monterola at Purok Pangalaran, Brgy. Malim, Purok Alto, Brgy. Concepcion and Barangay Manicaan, all of Tabina, Zamboanga Del Sur.

Galvez said that during the implementation of the Search Warrants, the following items were seized from the premises of the following to wit:
a. Merhan Cariete Cangmawong - five pcs of live ammunitions of caliber 45;
b. Ruperto Parame Isanan, Jr. – Negative
c. Juan Rosalijos Monterola–one pc caliber 45 pistol (Colt) with Serial No. 781596 loaded with one live ammo, three units magazine for caliber 45,  eight live ammunitions of caliber 45 and, one unit inside holster.

Respondent MerhanCarieteCangmawong was placed under arrest and was duly informed of his constitutional rights in the dialect he understood and that he is conversant, Galvez added.

Meanwhile, at about 7:00am of same date, as PNP Personnel were about to proceed to BrgyManicaan, Tabina. While along their way, upon passing the road where the Marine Sanctuary of Barangay Concepcion, Tabina, is located, said PNP team meet and identified Juan RosalijosMonterola the subject of Search Warrant Numbers 18-015 for Violation of R.A.9516 and 18-016 for violation of R.A. 10591.

Galvez said that the operating team immediately halted Juan Monterola purposely to inform him that the team will conduct a search of his premises. But during the confrontation, the team saw in plain view Juan Monterola has a short firearm in his waist wherein it can be easily identified since he inserted it to his shirt tucked to his pants.

Proper documentation of the implementation of Search Warrants were made in the presence of the witnesses and the respondents were brought to Tabina MPS for further investigation including the seized evidence for filing of an inquest case at the Provincial Prosecutor’s Office, Pagadian City.

Evidence recovered likewise were turned-over to PNP Crime Laboratory, Camp Abelon, Pagadian City for ballistic examination and request for firearms verification was also facilitated at the FESAG section to strengthen the case against the suspect/s. (By JONG CADION)

Suspect killed in Counter-Strike and Stop-And-Frisk Operation




PAGADIAN CITY, Zamboanga del Sur (Aug. 27, 2018) – The suspect was killed during the conduct of Police Counter-Strike and Stop-and-Frisk operation in Molave municipality of this province, police official said.

Police Regional Office 9 PIO Chief PCINSP Helen L. Galvez disclosed that the operating troops were composed of the combined elements of 902nd Mobile Company of RMFB9, Regional Intelligence Division 9, Zamboanga del Sur Provincial Intelligence Branch and Molave Municipal Police Station conducted the said operation at Rizal Avenue, Barangay Madasigun, Molave Municipality Saturday, Aug. 25 at around 4pm.

Galvez said that during the conduct of the said stop-and-frisk against an identified gun-for hire personality fully known as Anito Gengson Gungob @ "Cito", the latter suddenly drew his concealed .38 revolver purposing to aim the same against police which prompted some members of the operating team to take a shot at the hostile subject which eventually resulted to his death.

Galvez added that the subject is believed to be responsible in some shooting and robbery incidents in the neighboring province of Zamboang Del Norte and Zamboanga Del Sur areas. (By JONG CADION)



1 Dead, 1 Wounded in Law Enforcement Operation in Labason, Zamboanga Del Norte




PAGADIAN CITY, Zamboanga del Sur (Aug. 27, 2018) – The lone suspect was killed while one member of operating troops was wounded during the conduct of Law enforcement operation in Labason municipality in the neighboring province of Zamboanga del Norte Saturday, Aug. 25 at about 1:20am, police official said.

Police Regional Office 9 PIO Chief PCINSP Helen L. Galvez disclosed that the Elements of Zamboanga Del Norte Provincial Intelligence Branch, 901st MC-RMFB9, Zamboanga Del Norte Provincial Mobile Force Company, 42nd IB-Phil Army in coordination of Labason MPS conducted joint Intel Driven Manhunt Operation against lawless element Kamar Yusop at Barangay New Salvacion in the said municipality.

PCINSP Galvez said that prior to the operation, operating teams have conducted close Intel monitoring of the said subject person on which a positive information was gathered regarding the whereabouts of certain Kamar Yusop, 29 years old, male, married, farmer, a lawless element affiliated with Sumingal group based at Kalawit municipality and a resident of Brgy. New Salvacion of said municipality.

Galvez said that the subject person has a pending Warrant of Arrest for the crime of Arson with Criminal Case #“I-6649 with no bail bond recommended issued by Anthony Isaw, CPA, Presiding Judge of RTC, Branch 24 Ipil, Zamboanga Sibugay. Another Warrant of Arrest for the crime of Frustrated Murder with the use of Loose Firearms with Criminal Case # I-6934 with One hundred thousand pesos (Php100, 000.00) bail bond recommended issued by Vicente S. Dela Plaza II, Presiding Judge of RTC, Branch 24, Ipil, Zamboanga Sibugay, she added.  

Galvez explained that while serving the warrant of arrest, the assaulting team led by PSI Ernesto Etorne Jr., Company Commander of 901st RMFB9 entered the house of the subject person, the suspect was able to sense and fired upon the assaulting team using short firearm hitting police officer that prompted the team to retaliate and neutralized the suspect (Kamar Yusop).

Wounded PNP personnel identified as PSI Etorne was immediately brought to Labason District Hospital, Brgy La-Union this municipality for immediate medication while the Labason MPS investigation team was on the way  proceeding at the area to secure the crime scene, Galvez said.

The wounded suspect was also immediately brought to the aforementioned hospital however, the attending Physician declared him Dead on Arrival (DOA), she said.

PSI Ernesto Etorne Jr was then immediately brought to Dipolog City for proper medical treatment on his gunshot wounds incurred during the operation while the suspect is still at Labason Hospital for SOCO investigation and subsequently for proper turn over to his immediate family. (By JONG CADION)

12,000 households in the ARMM to receive core shelters



Cotabato City (August 23, 2018) – To improve shelter and living conditions of poor families, about 12,000 households in the Autonomous Region in Muslim Mindanao (ARMM) will receive core shelters from the regional government’s anti-poverty program.

The 7,000 family-beneficiaries in 2018 and 5,000 in 2017 are recipients of ARMM’s Bangsamoro Regional Inclusive Development for Growth and Empowerment (ARMM-BRIDGE), or ‘Apat na Dapat’ program that combats poverty and uplifts the living condition of the poorest households through the provision of basic needs.

On Thursday, August 23, ARMM Governor Mujiv Hataman led the groundbreaking ceremony of housing projects and distribution of food supplies in the towns of Matanog, Buldon, and Barira in Maguindanao. Gov. Hataman said through the BRIDGE program, beneficiaries will soon move into secure homes since among the basic needs of these families is decent housing.

“Gagawin po namin ang lahat ng aming makakaya upang bago matapos ang taon na ito, maibibigay na itong lahat sa inyo,”Gov. Hataman said. On August 22, the governor also led the ceremonial breaking of the ground for shelter projects in Barangays Pura and Matuber in Datu Blah Sinsuat.

“Bago ko iiwan ang ARMM, sa loob ng halos pitong taon na panunungkulan, alam kong nasilbihan ko ang aking mga kababayan ng tama,” the ARMM governor said.

For 2018, the regional government earmarked roughly P2.9 billion for 7,000 family-beneficiaries. About 5,000 households in the region benefited from P1.9 billion allocated under the program in 2017.

Each beneficiary will receive a core shelter in a 120 square-meter lot, food supplies for six months, livelihood training, water and sanitation, and electricity. Official data from the ARMM-BRIDGE showed that P2.2 billion is intended for housing projects, P94 million for water systems, P180 million for supply of electricity, P320 million for food supplies, P140 million for livelihood, and P25 million for hygiene kit.

Saira Macauyag, a mother of seven and a beneficiary in Barangay Poblacion in Barira, said she is excited to live in their new home as they currently stay in an abandoned house. “Matagal ko na pong pangarap na magkaroon ng sariling bahay kaya kapag natapos na po ito, isang katuparan po ito ng pangarap namin,” Macauyag said.

For their daily living, Macauyag’s sons are helping her in harvesting corn. “Swerte na po kung may dalawang libo kaming kita mula sa pagha-harvest ng mais sa isang buwan, kaya malaking tulong po talaga ang food supplies ng ARMM-BRIDGE sa amin,” she shared.

Under the livelihood component, her barangay will receive a mini-grocery store and a vegetable production project. “Masaya kami kasi nakikita talaga namin ang malaking pagbabago sa aming lugar, may maayos na rin kaming kalsada dito, pabahay at marami pang iba,” she added. ARMM-BRIDGE to build 100 core shelters in Datu Blah Sinsuat, Maguindanao



Cotabato City (August 23, 2018) – A hundred families attended the ceremonial groundbreaking of core shelter units in Datu Blah Sinsuat, Maguindanao on Wednesday, August 22. The project is under the Autonomous Region in Muslim Mindanao’s Bangsamoro Regional Inclusive Development for Growth and Empowerment (ARMM-BRIDGE).

ARMM Regional Governor Mujiv Hataman led the groundbreaking ceremony. “Noong unang punta ko sa Datu Blah, ang nakita ko lang ay covered court, ngayon madami nang mga buildings na naitatayo at may municipal hall pa. Ang kalsada ay papalapit na ng papalapit dito sa Barangay Pura, ibig sabihin ay umabot na din ngBarangay Matuber,” said Gov. Hataman.

“Lahat ng proyekto na ito ay hindi proyekto ni Mujiv Hataman kundi ng gobyerno at ang proyekto ng gobyerno na ito ay nagmula din sa mga tao ang pera na ginamit dito. Dapat ibinabalik lang namin sa inyo,” he added, giving credit to his constituents.

Datu Blah Sinsuat Mayor Raida Tomawis-Sinsuat said she was thankful to the regional government for its efforts to ‘rescue’ the municipality since it is not entitled to an internal revenue allotment. “Sa dami ng naitulong ng regional government, hindi makita na itong bayan ay walang pondo galing sa national government,” she said.

Barangay Pura resident Esmail Maladjanan, 61, finds relief in being one of the beneficiaries of the project. “Mangingisda ako. Hindi ko naisip na magkakaroon ako ng bahay na sementado dahil hindi naman malaki ang kita ko sa pangingisda,” he said. “Bukod sa magkakaroon  na kami ng bahay, malaking tulong yung supply ng bigas at mga pagkain,” he added.

With a budget of P2.5 billion, the regional government’s BRIDGE program aims at improving the living conditions of 7,000 families in the region within the year. Each shelter unit is equipped with connection to water system and a solar panel for light source.

Aside from housing units, the beneficiaries also receive supplies including a sack of rice and other essential food items and hygiene kits that will last for a month. A series of meetings with local residents is being done to come up with a livelihood plan for the sustainability of the development in the community as well.

The ARMM-BRIDGE program provides decent homes and food to poor constituents of the region. Under the ‘Apat na Dapat’ framework of the office, each beneficiary shall receive a core shelter, access to clean water, light source, as well as food and livelihood. Wounded NPA surrenders to Army troops in Misamis Occidental

PAGADIAN CITY, Zamboanga del Sur (Aug.25, 2018) – Learning about the Army’s program for rebel returnees, a wounded New Peoples Army (NPA) peacefully surrendered to Tabak troopers in Bonifacio municipality in the neighboring province of Misamis Occidental 9am Friday August 24, military official said.
       
Division Public Affairs Officers Chief Maj. Ronald E. Suscano identified the surrendered NPA as certain Jemar Labito Salayon @ Edward is among the elements of NPA encountered by the 10th Infantry Battalion troopers in Barangay Hoyohoy of Tangub City last August 11. He personally disclosed that he sustained one gunshot wound on his left knee during the said clash and was abandoned by his comrades while fleeing. He is still a minor at age 17 and presently recuperating at MARSGEN Hospital in Ozamis City.

Ltc Ryan N. Severo, Commanding Officer of the 10th Infantry Battalion said that subject surrenderor will receive P15,000.00 immediate cash assistance and P50,000.00 for livelihood assistance. Aside from these monetary assistance, he could also avail services from other government agencies such as phycho-social debriefing from DSWD; skills training by TESDA; employment and capacity building from the different institutions of the government and security as guaranteed by the AFP and PNP.

Meanwhile, eighteen members of Communist-NPA-Terrorist (CNT) Sanga ng Partido sa Lokalidad (SPL) and Militia ng Bayan (MB) also surrendered to 10IB in Oroquieta City, Misamis Occidental through the Community Support Program (CSP) last Sunday August 19.

Col Bagnus P Gaerlan, Commander of the 102nd Infantry Brigade said: “The surrender of this rebel and many other supporters is a welcome development in our ongoing effort in supporting the peace and development agenda of the government.  We would like to transform Misamis Occidental into a conflict-free area that would bring peace and prosperity for the local folks of the Province.”

“Our efforts are relentless as we are tirelessly urging the remaining members of the New People’s Army and their supporters here in Western Mindanao to just lay down their arms, surrender and return to the folds of the law. We will help you start a new lives”, said Maj General Roseller G Murillo, Premier Army’s (Tabak) Division Commander and concurrent Commander of JTF ZAMPELAN as he commended the troops for the job well-done.

“As we expressed our support for the localized peace talk, we will likewise unrelentingly pursue the remaining enemies of the Filipino people – the CNT, until they voluntarily surrender or the hands of justice will be served to them.” Maj Gen Murillo added.


Intensified operation against the Abu Sayyaf in Sulu continues

PAGADIAN CITY (Aug. 25, 2018) - At around 7:15 Friday, operating troops of the 1st Scout Ranger Battalion led by Major Aling encountered more or less thirty members of the Abu Sayyad Group under ASG Sub-leader Almujer Yadah at Sitio Masjid Kaha, Barangay Maligay, Patikul, Sulu, WesMinCom official said.

LTC Gerry M. Besana, WesMinCom spokespewrson disclosed that the  enemies withdrew shortly after the firefight but were again engaged by the troops of the scout rangers some 200 meters from the encounter site. No casualty was reported on the government side while on the enemy side it is yet to be determined.

Besana said that Scout rangers were conducting follow-up operation on the recent encounter between the operating troops of the 41st Infantry Battalion with more or less forty Abu Sayyaf Group members under ASG Sub-leader Idang Susukan and Ben Tattoo in Barangay Langhub, Patikul Sulu Thursday when the exchange of fires ensued.

Pursuit operations are now being conducted by troops of the Joint Task Force Sulum Besana added.

Another ASG slain in Sulu encounter

PAGADIAN CITY (Aug.25, 2018) – The Operating troops of the 41st Infantry Battalion under Major Macalam encountered more or less forty Abu Sayyaf Group (ASG) members under ASG Sub-leader Idang Susukan and Ben Tattoo at around 9:30am Thursday in Barangay Langhub, Patikul Sulu., military official said.

WesMinCom spokesperson LTC Gerry M. Besana disclosed that the firefight ensued resulting to the death of one ASG member identified as Alpata Abdurasa and wounding of twenty soldiers. Eighteen of the battle casualties (batcas) sustained slight M203 shrapnel wounds while the two others suffered gunshot wounds.

LTC Besana said that the enemies then scampered to different directions bringing along with them their casualties. It was reported that there could be more casualties on the enemy side due to the blood stains speckled in the area. It is yet to be determined, he added.

Besana also said that BatCas were immediately rushed to Camp Teodulfo Bautista Station Hospital for proper medical attention.

“I commend the troops of the Joint Task Force Sulu for their untiring dedication to their duties. Rest assured all battle casualties will be given prompt and due medical treatment,” said WestMinCom Chief Lieutenant General Arnel B. Dela Vega.

“We will continuously intensify our operations to expedite the neutralization of the Abu Sayyaf Group until the peace that the people of Sulu deserve is attained,” WesMinCom Chief added.

As of press time, reinforcement troops continue to scour the encounter area.

2 person were dead in Vehicular Accident

PAGADIAN CITY (Aug.23, 2018) – Two person were dead in Vehicular accident occurred at Barangay Tuburan, Pagadian City at about 3:00am of August 22, 2018.

The vehicle involved was a Suzuki single motorcycle with plate number JA 68839 driven by Jenebe Reteza Ordonio, 19 years old, female, resident of Tiguma, Pagadian City together with her back rider identified as Warren Baloran y Pantilauta, 25 years old, male, resident of Roxas street, Sto Niño, Pagadian City.

The said riders was traversing along Rizal Avenue on the way to Tiguma, Pagadian City and upon reaching at Barangay Tuburan, Pagadian City the driver of said single motor lost control and bumped into Isuzu Forward driven by Titing Kinsuan Imam a resident of Sultan Naga Dimaporo with plate number MDL 653 traversing from opposite direction.

The accident was resulted to the dead on the spot of the driver and back rider of the single motorcycle. (By JONG CADION)

Two Abus captured amid sustained military operations in Sulu and Basilan



PAGADAIN CITY (Aug.22, 2018) - Amid the conduct of sustained military operations, troops of the 1st Scout Ranger Battalion led by Major John Reysanti Aling encountered more or less thirty Abu Sayyaf Group members under ASG Sub-leader Mujer Yadah at around 3pm yesterday (August 21, 2018) in Barangay Tugas, Patikul, Sulu, military official said.

Likewise, operating troops of the 5th Scout Ranger Battalion led by Lieutenant Colonel Jomalesa encountered another group of Abu Sayyaf in Barangay Latih, Patikul, Sulu at around 9:05am same day, WesMinCom spokesperson LTV Gerry M. Besana disclosed.

Hitherto, two armed individuals believed to be affiliated with Abu Sayyaf Group Sub-leader Furuji Indama were apprehended during a clearing operation conducted by the Alpha Company of the 18th Infantry Battalion on August 18, 2018 at Sitio Pusong-Pusong, Barangay Camamburingan, Ungkaya Pukan, Basilan Province, Besana said.

LTC Besana added that Captured individuals were identified as Vilyamin Garamun and Geramun Dahocoh. Seized from their possession were one Carbine and one M1 Garand rifle and ammunitions.

        “The Western Mindanao Command is committed to sustain its operations against the Abu Sayyaf Group in Sulu and Basilan. We will not falter until the last bandit will be neutralized,” said Lieutenant General Arnel B. Dela Vega, commander of the Western Mindanao Command.

        “With the support of the local chief executives, stakeholders, and the community, our campaign against terrorism will soon bear the fruit of lasting peace and prosperity not only in Sulu and Basilan but the entire Western Mindanao,” he added.

Nesana explained that the military continues to intensify the conduct of sustained military operations against the Abu Sayyaf members who continue to create chaos in the provinces of Sulu and Basilan. (By JONG CADION)


2 Ninja COPs Killed in Drug Buy Bust Operation in Ayala, Zamboanga City


ZAMBONGA CITY (Aug.22, 2018) – The Combined elements of Counter Intelligence Task Force, PDEA, PNP-Intelligence Group and 5th PNP SAF in coordination with PCSUPT Billy Beltran, Regional Director of PRO9, conducted a drug buy bust operation at Zone 8 Barangay Ayala Zamboanga City at about 2:25pm of August 18, 2018. The operation was against the two members of PNP assigned at Zamboanga City Police Station 9 (Ayala).

The joint operation was resulted to the arm confrontation, after the two PNCO sensed that they were dealing with CIFT operatives, which resulted to the death of the PNP suspects.

 PRO9 RD PCSUPT. Betran identified the killed suspects as PO3 Ronald Bernardo y Roca, of legal age, married, and PO2 Maria Oliver Olaso, of legal age, married, both PNP member and resident of Ayala, Zamboanga City

Initial investigation disclosed that prior to the incident, Counter Intelligence Task Force (CITF) conducted surveillance on the reports of the two subject police officers were involved in illegal drugs and upon confirmation operating team CITF initiated the buy bust operation which resulted to the death of the subject police officers.

Police Station 9 investigators SPO1 Rudy Delenia and his team led by Psinsp Sammy Sakilin responded at the place of incident. Thereat, requested the assistance of Scene of the Crime Operatives (SOCO) 9 to process the crime scene. Both subject police officers sustained multiple gunshot wound on their body. 

The operating team recovered at the crime scene were the following:
Seven empty shell of alleged Cal. 9mm,
one piece one thousand pesos bill with serial number PPC473124 alleged mark money,
One 9mm brand name Pietro Berreta pistol with serial number M282957 with
One magazine loaded with five ammunition and one chamber load and
One caliber 45 pistol brand name COLT with serial number 13692701 with
One magazine loaded with four live ammunition with chamber load  and other evidence under custody of Scene of the Crime Operative (SOCO) subject for examination.

Likewise, recovered from possession and control of PO2 Maria Oliver Olaso,  were the following:
Three pieces heat sealed transparent plastic sachet containing whit crystalline substance or suspected shabu (possession item),
One unit Samsung cellphone, assorted identification card, black wallet,
One unit cellphone OPPO, one unit my phone cellphone, one unit (1) HUAWEI cellphone,
Two magazines of caliber .45 loaded with Thirteen live ammunition,
Two 2x2 picture, four pieces two hundred peso bill, two pieces one hundred peso bill, assorted keys, and one sling bag color olive green. 

While recovered in possession of PO3 Ronald Bernardo were:
One sling bag color brown containing,
One unit Samsung cellphone, one unit Samsung color gold, red scarf,
Two units magazines of caliber 9mm with twenty eight live ammunition and one cellphone charger.

However, the CITF operatives recovered in the safe house near the place of incident the following:
Three sling bag colors brown, black and blue. 
Brown sling bag containing the following,
One unit 380 pistol with brand name browning short with serial no. V08500, with
One magazine and six pieces allege 9mm ammunition,
One unit thirty eight caliber with brand name armscor 202 with serial no. 1039901 and
Fifteen live ammunition of caliber 38, assorted identification card and
One Swiss knife. 

The black sling bag containing the following, one unit VIVO cellphone, five pieces one thousand (1000)  peso bill, three pieces of five hundred (500) peso bill, one (1) piece one hundred (100) peso bill and two (2) pieces watches with brand name JOEFOX and PRIMA. 

While blue sling bag containing the following, assorted identification cards with name Ronald Bernardo, PNB ATM, KCC bonus card, RCBC ATM, forty pieces of one thousand (1000) bill, fifteen pieces of five hundred (500) peso bills, two pieces one hundred (100) peso bill and two pieces twenty peso bills.

Other evidence recovered at the crime scene two medium size sachet of alleged shabu subject for examination of Crime Laboratory 9. 

While nine assorted cellphones recovered were turned over to Cybercrime Unit 9 for digital foreignism examination.

291 Army recruits to undergo soldier’s training in Zamboanga del Sur



PAGADIAN CITY, Zamboanga del Sur (Sug.20, 2018) – Two hundred eighty seven new Candidate Soldiers and four Privates took oath as military recruits composing the Candidate Soldier Course Classes 567-18 and 568-18 at the Headquarters of 1st Infantry (Tabak) Division, Philippine Army here this morning, August 20, Division Public Affairs Officer Maj. Ronal E.Suscano disclosed.

Maj. Suscano said.the Opening Ceremony of the Candidate Soldiers was formally graced by BGen Jacinto R Bareng AFP, Assistant Division Commander for Operations, 1st Infantry (Tabak) Division as the Guest Speaker.

The 291 Army aspirants is composed of 264 males and 27 females which comprised the second batch of this year’s candidate soldiers program of the Army.  One of them is a female Maranao from Butig, Lanao del Sur. They will undergo rigid training in the next 14 weeks at the Division Training School (DTS), Suscano said.

Suscano added that the chosen candidates are considered to be the most competent ones among over 1,000 applicants after they passed the Armed Forces of the Philippines Service Aptitude Test (AFPSAT), physical fitness test (PFT), and physical/medical examination.

The candidate soldier’s training were broken down into three modules namely: The “Transformation”, “Basic Squad Training”, and “Application of Knowledge,” all aimed at molding them to become well-disciplined, competent, and capable soldiers to fill in the ranks of the Army, Suscano also said.

“The candidate soldiers’ training is indeed tedious as they will initially experience an abrupt change from being a civilian to adapting the military lifestyle,” BGen Bareng said.

“I am reminding the personnel of DTS to instill discipline and respect to the recruits, share all their knowledge, skills, and professionalism and to guarantee that they will develop a mindset of survival in the profession of arms,” he added.

BGen Bareng in his speech, encouraged the new Army recruits to do their best and efforts to survive  in the four months rigid training as it will also test their mental, physical and spiritual capabilities if they are really fit to be a soldier.

“I want to express my gratitude to the parents, friends and relatives of these trainees who are present today to witness this ceremony and for giving your full support to them to enter this organization and serve,” BGen Bareng added.

The recruitment is an annual program of the Philippine Army to fill-up the vacancies left by the retirees and those separated from the military service.

Mass Oath Taking and Donning of Ranks of PRO9 Cops



ZAMBOANGA CITY – Two Hundred Forty Six (246) newly promoted uniformed police personnel of Police Regional Office 9 (PRO9), PNP-SAF and Regional Support Units (RSU) took their oath before their love ones during the traditional flag raising ceremony held at the Police Regional Office Quadrangle, Camp Col Romeo A Abendan, Mercedes, Zamboanga City on August 20, 2018.

Police Chief Superintendent Billy B Beltran, Regional Director of PRO9, administered the simultaneous mass oath-taking and donning of ranks of the 130 newly-promoted police personnel assigned at PRO9 9 and 116 PNP personnel assigned at the Regional Supports Unit and PNP SAF.

PCSUPT Beltran, in his message, extends his congratulation messages to the newly promoted PNP uniformed personnel and their respective families.

A simultaneous mass oath-taking and donning of rank was also conducted at the Zamboanga Sibugay PPO, Zamboanga Del Sur PPO, Zamboanga del Norte PPO, Zamboanga City Police Office and Isabela City Police Station.

This summed up to a 669 total strength of newly promoted police officers in PRO9 comprising of 41 Police Commissioned Officers and 628 Police Non-Commissioned Officers, respectively. The promotion of PNP unformed personnel of PRO9 and NSU completes the 1st semester regular promotion program for the calendar year 2018. (PRO9 PIO)

24 PRO9 Cops Awarded



ZAMBOANGA CITY (Aug.20, 2018) – Twenty-four police personnel of Police Regional Office 9 (PRO9) were awarded with the PNP Medalya ng Kagalingan for their commensurate operational accomplishments during the Monday Flag Raising Ceremony held at PRO9 Quadrangle, Camp Col Romeo A Abendan, Mercedes, Zamboanga City Monday, August 20, 2018, PRO PIO Chief PCS=INSP Helen L. Galvez disclosed.

Galvez said the Medalya ng Kagalingan was awarded to the following police officers:
PCINSP Oscar T Buenaobra,
PSINSP Nijam A Salim,
PSINSP Felixberto R Lelina,
PSINSP Roel J Japay,
PINSP Alexander Raupan,
PINSP Richmond Candido,
SPO3 Dexter Dalena,
SPO1 Baden Beltran,
PO2 Mc Stuart Balang and
PO1 Jason Ryan Penlaroche, all from the Zamboanga Del Sur Police Provincial Office and RMFB9 for the arrest of Omar Marcial and Jehan  Nalangan, listed as the Top 7 Most Wanted Person (Municipal level) and leader of lawless group during law enforcement operation on July 29, 2018 at Lanao Del Norte and Tukuran, Zamboanga Del Sur, respectively Both suspects were charged for the crime of murder, frustrated murder and kidnapping and serious of illegal detention.

While six personnel from the Zamboanga Del Sur Provincial Mobile Force Company were also awarded with Medalya ng Kagalingan for the neutralization of Maribel Berual and Bashir Alibasa, a High Value Targets and member of notorious drug group operating in Margosatubig during manhunt operation on August 7, 2018 at Margosatubig, Zamboanga Del Sur, they were:

PO2 Jaydee Sevillano,
PO2 Gerome D Tare and
PO1 Keymen Edao,

Galvez added that the following police personnel from Zamboanga Del Norte PPO were awarded with Medalya ng Kagalingan for the neutralization of notorious gun for hire personality identified as Abdurahman Tapsin during the conduct of search warrant on August 2, 2018 at Kalawit, Zamboanga Del Norte.

Four personnel from Regional Mobile Force Battalion 9 (RMFB9) were awarded with Medalya ng Kagalingan for the successful arrest of two ASG members identified as Majid Isnilon and Jamilul Nasalun on August 7, 2018 at Sacol Island, Zamboanga City, they are:
PCINSP Jerry M Alvarez,
PINSP Basher Lutian,
SPO1 Harry-Khan Alih, 
         PO2 Al-Mojier Saydil and
PO1 Nemitez Ventajar.

On the other hand, PSUPT Lincoln Buklasan of Regional Logistics Division of PRO9 was awarded the Medalya ng Kasanayan for the effective supervision, facilitation, smooth coordination which contributed to the successful implementation of five PNP infrastructure projects funded by DPWH in PRO9, PCINSP Galvez said.

PCSUPT Billy B Beltran, Regional Director, commended the operating police units of PRO9 for a job well done. He added that the above-mentioned PNP personnel displayed exemplary meritorious devotion to duty worthy of praise and emulation. (By JONG CADION)
